WHAT IS IN THE BOOKS is x-inefficiency is: when a firm grows it can find economy of scale but if the firm grows too much those efficiencies may be reduced by overhead cost of extra management due to increase in things that need to be managed due to size

infact we often see companies "split apart" because after so many collusive mergers and aquisitions they are so big no one can manage them any more. they become bait for a "california holding firm"

Tuition and mandatory fees were already over $1,000/year when I started and were closing in on $2,000/year when I graduated. That is tuition and mandatory fees only. It doesn't count room, board and books. Books were so expensive that I knew kids who would choose their classes based on the anticipated costs of the books.

Since Pelosi never held an elected California job that would have given her control over tuition I don't see how she gets a knock for California charging tuition. By the time Pelosi held her first elected office California had been charging tuition for over a decade. If Ronald Reagan had his way as governor, California would have started charging tuition even sooner.
