Based on the story out of Bell, CA, I think it might be interesting to evaluate what we pay our government employees.

Bell City Manager Paid Twice President Obama's Salary Resigns
Robert Rizzo Earns Nearly $800,000, Will Become Highest-Paid Public Pensioner in Calif.

Three municipal officials whose outsize salaries sparked a firestorm of outrage in the working-class Los Angeles suburb of Bell, Calif., resigned after midnight Friday following an emergency meeting of the city council.

The people of Bell, California, react to city administrators' high salaries.Robert Rizzo, the city manager, will leave behind a $784,637 annual salary -- nearly twice the pay of President Obama -- and will not receive a severance package. Nevertheless the 56-year-old will draw an immense pension, between $650,000 and $880,000, making him the highest-paid pensioner in California.

"Rizzo resigns and still makes more than $600,000," said Ali Saleh, founder of the Bell Association to Stop the Abuse, a grassroots community group. "That's why I call him a predator. He's taking advantage of the community whether he keeps his job or resigns."

Police union sues county over pay
Salary freeze unlawful, union president says
by Gregg MacDonald | Staff Writer

Fairfax County's police union has filed a lawsuit against the county. The suit claims pay freezes for some public safety workers is unlawful.

As a cost-saving measure, Fairfax County has frozen pay increases for both its fiscal 2010 and 2011 budget cycles. These cuts included merit-based, performance-based and longevity pay increases.

"For both last year's budget and this year, there were no compensation increases across the board," said Sharon Bulova, chairman of the Fairfax County Board of Supervisors.

The Fairfax Coalition of Police is a labor union that was formed in 1990. It represents nearly 1,000 rank-and-file police officers and other employees of the Fairfax County Police Department.

Marshall Thielen, president of the coalition, says it is specifically stipulated in the county's personnel regulations that when public safety employees at the top of their pay-grade who have reached 15- and 20-year marks in their employment with the county "shall" receive a 5 percent longevity increase. According to Thielen, it is that specific wording within the personnel regulations -- unique to public safety workers -- that makes their increases non-negotiable.

"These increases for public safety personnel are the only pay raises detailed in the regulations, and the [Fairfax County Board of Supervisors] chose not to change that language when they voted to freeze the pay increases," he said. "That means that freezing the longevity pay for these public safety employees is unlawful under the board's own regulations."

"It is unfortunate, but these are difficult economic times," said Bulova on Monday, adding that the pay freezes apply to all county employees equally. "We cannot pick and choose who to give raises to," she said.

Thielen said he understands the county's economic predicament, but says it is no excuse to circumvent its own laws.

"It's like if a cop gives you a speeding ticket and you say, 'Well, I can't afford to pay this, so I am not going to pay it," he said. "That just isn't going to fly, and it is ironic that as police, we are the ones arguing that the law be enforced in this case."

Thielen said he regrets resorting to a lawsuit but adds that Virginia labor laws put Fairfax County police at a disadvantage with other nearby jurisdictions that have collective bargaining powers.

"This lawsuit is the last thing I wanted to do, for many reasons," he said. "We never want to resort to litigation, but without collective bargaining there isn't much recourse. We now find ourselves at the point where litigation is the only alternative to getting this issue addressed."

Bulova said the first time she heard from Thielen on the issue was when the lawsuit had been filed.

The Fairfax County Fire & Rescue Department, and Sheriff's office, to which the personnel stipulation may also apply, did not choose to join the police union in the lawsuit.

"I believe the Board of Supervisors is handling this economic crisis as best it can and that freezing pay levels for employees, as painful as that may be, was a necessary step in balancing the budget," said Fairfax County Sheriff Stan Barry.

It is hard to make a comparison with the private sector on many of these jobs because they don't exist in the private sector. But doctor does (and 139K doesn't sound like a lot for a doctor). Psychiatrist (139K for a psychiatrist is cheap) and attorney probably also compare. There could be some comparison based on how many people are being managed by someone (battalion chief for example). Also, the responsibility of that job---how much capital equipment does he oversee? What are his daily responsibilities? What skills and training are required? These things need to be taken into account. Job title doesn't tell a whole lot about a job sometimes.

You can reduce their salaries in a recession like this and they will have no other job available---but when good times come again, things will have to change in order to attract qualified people. You can't reduce them too quickly since they have obligations to meet based on their current salaries---that would affect the overall economy of the county as well. You also want to be careful about retirement because they might be forced to stay long past their physical/mental ability to work (and in the case of fire department this could become a danger to the public). The salary thing is more complicated than just listing the salaries. Believe me, I've seen public employees who stayed way too long and practically had to drag themselves to the retirement ceremony.

I had no idea that these people were paid so little. Hopefully this recession will be behind us at some point in the near future and we can boost the salary of these dedicated individuals who are willing to serve the public at these reduced income levels. Remember this is Fairfax county where 200k is nearly poverty level. I would hate to see us loose these highly talented people to other counties or the private sector.

Is that salary the actual current pay, or just the high end of the pay scale for their position? There is a huge difference between step 1 and whatever their final step pay level is. Based on the similarity of the numbers I would guess it is their potential high end pay and not necessarily their actual current salary.

I find it amusing that when the economy is doing well, no one could care less about what the civil servants are doing let along what they make as long as they're making more $$$ than them and look down on them. You see it's just like the old parable about the Grasshopper and the Ant. The Grasshopper lives for the moment and doesn't save any food at all, while the Ant is constantly storing it away for the future.

Just like you pack of myopic babies, you live Waay! beyond your means by mortgaging your future in the name of instant gratification, BMWs, big houses, lavish vacations by constantly chasing the big salary. Well, there's a trade-off, lack of job security and you must plan for your retirement. Civil servants in turn forgo the larger salary in lieu of a more stable job and a pension plan. See where the Ant/Grasshopper comparison kicks in?

Free will is a bitch and in most cases, YOU have consciously made a series of choices (like those old "which way" books) that lead you to where you are today.

Grow up and stop blaming others for your misfortune, DO something about it, It used to be the American way.

Please get us the lowest paid people in Fairfax County also. Also the school employees are not on here. I think you would find them vastly underpaid (except Dale and a few others) compared to these. There does need to be a look at ALL levels of salary in the county.

Also look at federal salaries. The people I see with the most money are ex military. They have really sweet deals for education, retirement, shopping, medical and even burial. Not saying they're not worth it. I don't think you should count medical in the equation in any case---we're all paying for medical for everyone else whether you think so or not. You pay whether they actually have insurance or not---because we don't leave people to die by the side of the road (yet).

Look---Virginia is not California. Not even close.

You are right about that, during the good years in Fairfax County some of my neighbors made comments about the shitty hours I worked, (including 7 Christmas in a row), and how I was missing out on all the perks including bonuses, trips etc that their companies gave them. Since a bunch of them are laid off,now I hear how I am double dipping for working for the county again, fuck them and all the gloating private sector assholes

Don't let the media, etc. (run by the filthy rich) brainwash you into thinking that your problem is with the middle and lower classes in this country! They want us to sit around attacking each other and forget that THEY are the big fat problem. As long as we snipe at each other over nickels and dimes, they will sit back and watch the fun (and be ignored by us). The local level is not where the problem is with the financial breakdown---but that is where it has come to rest because it has been "pushed down" to this level. We need to keep our sights on regulating at the highest levels so this never happens again. Yes, we need to look at salaries---but this is not going to solve our problem by any means. At the end of the day, the public workers are going to be very important in our attempts to get through all of this---without public infrastructure we are toast. Just look at countries where the public system doesn't work---nothing else works either. Ronald Reagan took away any pride there may have been in working in the public sector and it has been downhill for the public sector since then---and yes, you get service problems because people sort of tend to act in the manner in which they are treated. If you treat them as second class, they will act like they are second class. If you cut the number of public employees in half, you will get real big service problems (you think the rest will work twice as hard?) Back in the 50's and 60's public service was revered and kids admired policemen and firemen, etc. It has come to the point now where those people get criticized constantly (teachers also). Who will want to do these jobs? There are two sides to every coin.

Your assessment of the firefighter salaries is accurate. Several of those chiefs making 130K and more do not hold an advanced degree. The salaries are absurd and are perpetuated by surrounding jurisdictions. i.e. Once Montgomery County firefighters begin making more than Fairfax, the union points this out to the board of supervisors. It's a cycle that will never end. I understand that these employees are doing an unusual job but every one of them understood that when they signed up with Fairfax. The starting salary for New York City firefighters is $43,074. Here in Fairfax it's $48,877.71. Granted, it's not a lot of money for this area but considering that only a GED is required to apply, it's an impressive sum. Fairfax firefighters work an average of 56 hours per week or $16.78 per hour.

48K is an impressive sum? When you have to spend half of it on rent? Where are they supposed to live---at mom's house? Or with the immigrants in a boarding house? Or maybe we can pick up some firefighters in front of a 7-11? Is that who you want to show up when you call 911?

Who cares if you have a GED or a PhD---you've gotta live somehow. Bill Gates doesn't even have a bachelor's degree (but I think he has an honorary PhD). Get over the degrees. The guys who have PhDs would make pretty poor firefighters---it takes some brawn---not all brains---to do the job---it's a VERY tiring job. So only brains count in this world? Too bad if life has thrown you different circumstances---there's nothing for you.

What a sham of a post. Quit assuming if you are smart enough for an advanced degree, you can't do the "manual" labor. Fire fighting could be tiring. It does have a huge element of risk. However, you need to also state that "most" of the time, these public servants are NOT fighting fires. The spend alot of time waiting.....

(P.S. I live near a fire station and have a good understanding of how these fine servants spend their days....)

When I was a kid we had a volunteer fire department. It was cheap (no pay, no benefits). There was nobody waiting around for fires. But if you had a fire, there was waiting around for firemen to arrive. I wonder how that would affect the cost of your home insurance (?)

I was driving on West Ox the other day and saw a bunch of Fire Dept recruits out for a run. So FD must be hiring, and I think PD is too. Of course, they are ALWAYS hiring school bus drivers, which if you really hustle, you can knock down $30K a year, with all summer off!

Geez, I never would have guessed that there were so many fire and rescue battalion chiefs! In fact a huge percentage of the list seems to be fire department related.

I wonder if there are some federal funds (post 911 or Homeland Security grants) that have to be spent on the fire department ??? earmarked for that?? Is that why there is so much money there? If so, it's not a county tax issue, but a federal one. I know that federal money comes into the schools and it has to be spent certain ways (and cannot be spent other ways).

Does anybody know about that?

Could be, but with bene's it's incredibly generous and expensive in retirement for the taxpayers. Why do we always hear this bitching "but where will the teachers and public servants live" when they talk about cost in Fairfax county. They are not the ones we need to worry about. There are a ton of lisitng every day for jobs in this area on Craigs list and they have all sorts of requirements and rarely pay over 60 K, and your're funding your own retirement, plus theirs.

1. If you conduct a search for careers solely on Craigslist, there's a real problem. No shit you can't find anything that pays a decent salary on Craigslist.

$100k is MEDIAN income for an INDIVIDUAL WORKER in Fairfax County.

How many people does a Captain of firefighters manage? 5-10? $110k for a manager of skilled people is not in any way out of line.

Especially given the danger involved.

I'm glad we pay them that much. Pay them less, and they'll go elsewhere.

I certainly agree that a premium shoud be paid for someone who is willing to put their lives on the line for someone else.

HOWEVER, last time I checked, there are not a lot of life threating fires burning 24/7.

I say pay them $60k-$70k per year which is more than generous given their education, and if they save a life or do something other than just hold a hose out, then pay them a bonus of say $10k.

Other than that, the taxpayers are getting taken to the cleaners BIG TIME.

No wonder, the average worker in the private sector has only saved on average $30k in their 401k. All their money is going to these outlandish salaries and retirement packages of the public employees.

The fact that they are demanding raises is criminal.

So, what will this cost the almighty taxpayers?

Well, we have only listed salaries of SOME of the Fire/Rescue department-about 650 employees with salaries ranging between $76k and $135K. So, let's say an average of $100k per employee. They will probably retire when they are about 55-60 years old and will live, on average 20-25 years.

That should run us about $40 million per year for 25 years (without COLA adjustments)....$1,000,000,000.

With our budget in disarray and really no end in sight to this recession, can someone tell me where this money is going to come from???

And why, should the retired, self emloyed, and private sector worker pick up this tab?

Salary is no tied to education. Salary is determined by what VALUE the individual (or group, in the case of unionized people like firefighters) brings to the job situation, and how much you can get away with paying them before quality level drops to unacceptable levels.

Most of these men live in a county with a $100k median income. That means the cost of living around here is in that range. Paying MANAGERS around the median makes perfect sense to me.

It is hopelessly selfish and irresponsible for us to unload this DEBT on our children.

We cannont afford these lavish salaries and pensions. Our poiliticians are COWARDS for allowing this to happen.

I assure you if we don't do something soon, two things will happen:

1. People will move from this area because we will have to triple real estate taxes to pay for this OR

2. The pension system will just goes bankrupt.

This is a PONZI scheme and nothing more.

I could run circles around you on how pensions work.

Fairfax County Public Schools took a "holiday" from making their pension contribution for 2010-11 because there was no money in the budget. So we just "skipped" a $45 million payment.

No worries, our Governor gave all municipalities that participate in VRS the same break-they just have to pay VRS back in 10 years with 7% interest, that's all. It is actually a great deal for VRS-getting 7%-when the 30 year treasury is paying just 4%!!

The actuarial assumptions are in the ragnge of 7-8% even though the market has performed a fraction of that the last 10 years. WOOPS!

Check out The Pew Foundation website if you want to educate yourself on the health of the state pension plans. You might want to have a drink while you are reading it.

WE CAN'T AFFORD THIS. No intelligent person would say otherwise.

The reason they have to pay back at 7% interest is because that was the assumed interest for actuarial tables for all of these years. In the "hoopla" years when the pension system was making 20-30% (because the stock market was going crazy), the state skimmed off everything from the retirement system except that magic 7% (to keep our taxes down). Now that the rate of return has turned negative, they have no buffer and have to get that 7% somehow. That's what happened---politicians taking money from the public employees. WOOPS is right!

What is next is a recalculation of public retirement benefits and there is nothing the public employees can do about it really. I hope those firefighters are saving their money.

They just added 10 years (yes, 10) to the amount of time a teacher has to work to get full retirement (for teachers signing contracts this year). Yes, our kids will be paying for all of this one way or another.

The county is not obliged. You do not sign your retirement contract until you retire and there is no obligation on the part of the VRS until that moment. This was written by a state attorney in a union newsletter that I receive. There are NO guarantees on retirement pay. It will be what it will be. Everyone should be saving for retirement if they want to retire.

School officials are grappling with a fourth R this summer.

In addition to the traditional reading, 'riting and 'rithmetic, there is a wave of retirement, with public school teachers retiring this year at nearly double the rate of recent years.

This month, according to the state Department of Treasury's Division of Pensions and Benefits, retirement applications have been filed by 5,444 teachers.

Last July the division received 2,203 applications. In 2008 it received 2,731 in July. In 2007 it received 3,168 in July, the month which traditionally has the largest number of filings.

The number of teachers who filed with the intent of retiring this calendar year is 6,840.

If the intentions to retire maintain the traditional pattern from August through December, the final figure will likely be double the 3,671 in 2009.

“About half (retirements) you would expect,” said Steve Wollmer, director of communications for the New Jersey Education Association, the largest teachers union in the state.

“What we're also hearing is people are fed up with the political climate, and the uncertainty of what they're getting back into,” Wollmer said.

"There are grumblings about (Gov. Chris Christie) going after existing pensions,” Wollmer said.

Under the austerity plan by Christie about $1.5 billion has been cut for public education, and the feeling in the teachers' union is that more changes are in store.

“The political factors are out there,” said Frank Belluscio, director of communications for the New Jersey School Boards Association.

“For people who have had retirement in the horizon just the prospect of their retirement income being affected might have prompted them to make the move now,” Belluscio said.

Speaking at the National Governors Association in Boston on Friday, Christie delivered a message of austerity and cited his battles with public sector unions.

“The public-sector unions need to become part of the shared sacrifice and they're refusing to,” Christie said.

If there is some good news in the school retirement figures, it is the fact that retirements will allow some teachers to be retained instead of becoming victims of layoffs.

“The net effect on the public schools is we're losing 10,000 positions. With more teachers retiring fewer teachers will be laid off,” Wollmer said.

Cindy Zammit, president of the South Amboy Board of Education, said the rise in retirements helped the district lessen the number of layoffs. “It was a positive for us,” she said.

In New Brunswick, Superintendent Richard Kaplan said his district has seen about 30-35 retirements so far.

“That did help us with our budget as we begin to take a look at our class enrollments and determine whether or not we need to re-hire teachers, in particular,” Kaplan said.

Kaplan said district officials will analyze the enrollment numbers to decide how many and what kinds of teachers to rehire. He expected to complete that analysis by Tuesday.

Kaplan said he believes changes instituted by the Christie administration were responsible for some, though not all, of the retirements.

“I do some exit conferencing and when I do, I can tell you that out of that group, seven or eight of them told me that,” Kaplan said.

Kaplan said the losses included administrators, teachers, secretaries and other staff. Altogether, he said the retiring staff had about 300 years of experience working in the district.

“When you lose a large number of senior staff all at once, you lose an institutional memory of the organization, of the community, of the students,” he said. “We've had teachers who have been here 30 and 40 years and have taught the parents of their current students. We go back generations here.”

In East Brunswick, there were 56 retirements this year as opposed to 40 the year before.

“One of the things we will certainly do, as retirements come in beyond anticipated, is look at the staff that had been riffed and see how positions can be preserved,” said Bernardo Giuliani, East Brunswick school business administrator.

In Perth Amboy, 73 employees from the school district, at all different levels, have retired.

“It's the most I've seen at one time,” Superintendent of Schools John M. Rodecker said.


Many of the retirements came from teaching staff, possibly related to rumors about pension reform, Rodecker said.

The district was looking to lay off about 30 teachers. About a third of those teachers now will be retained, according to Rodecker.

Seventy-nine positions were cut in Old Bridge, according to Superintendent of Schools Simon Bosco. About 30 positions were eliminated through attrition or were vacant and will not be filled, he said.

“Based on a couple of additional retirements, there were fewer teachers that had to be let go,” Bosco said.

Frank Alfano, the superintendent of schools in Sayreville, said the number of teachers retiring will likely be double what it was in recent years.

A total of 24 staff members have retired from the Linden school district, a figure much higher than recent past years.

“Last year we have eight or nine retirements. They went up a lot,” Linden Superintendent of Schools Rocco Tomazic said.

The district was originally looking to lay off 100 employees, but that number was reduced to 86, according to Tomazic.

“One of our goals was to keep as many people as we could. I was pleased we could do that. I still don't like (losing) 86,” Tomazic said. “It takes out the supports we had built up.”

Mike Lacey, director of human resources for South Brunswick Township schools, said the district has had a combination of layoffs and retirements.

According to Lacey, there have been about 20 retirements and about 140 layoffs among 1,300 full-time equivalent positions.

This is a problem world wide.

High Salary baby-boomers are retiring, while Gen X,Y and Z are not making enough to support their retirement. It was fine when the boomers were in their 30's and 40's, but no we are doomed. Only solution, wait till they die off. Or Tax anyone over 65 more, because they didn't pay enough.

They bring 17 times as much value and/or 17 times as scarce to find people who can do their job effectively.

Running an entire rec center, with a budget likely in the hundreds of thousands, if not millions of dollars, is orders of magnitude more difficult than being a lifeguard. For the most part, any fit person can be trained to be a lifeguard; that's why so many are teens. But not anyone can run an entire rec center with a staff of dozens.

Oh no here we go with salaries again and the problem is that you all don't know the whole story. Wait until you see the overtime that the firefighters are making, There some in the firefighter rank making over 150K and many lieutenants, captains and battalion chiefs making close to 200k if not more with overtime. Then we have not included the benefits along with some great priviledges like phones, computers and many cars they take home using county gas everyday. There are some really big scams happening in the fire and rescue dept they just need to be uncovered.

Actually, I know a PhD psychologist that works as a Fairfax County firefighter. He makes more money as a firefighter than he would working for DHS. He admits that when the work is hard, it is hard, but otherwise it is an easy job that allows him to run his private practive on the side.
