Hire an architect who will provide the cost estimate, review the code, and then draw up the blueprints. You just can't put up a partition without proper ventilation or egress for goodness sakes. "Putting a partition" as you desire will involve dozens of people. We hired one for our project. Cost is the least of your worries lol. Good luck lol.
