NEW SCHOOL WITH WATER PIPE PROBLEMS. misery loves company. Fairfax county VA's new Courthouse had "horrible noises" coming from it's pipes after the courthouse was told by the contractor "they'd fixed all the problems"
they have 2 shop classes - and that's a good thing. so much better than teaching kids to be "ANDROID HACKERS" like some schools do (for a kickback money btw)
THIS schol has a long staircase begun by PERGO FLOORING. not a good idea unless YOUR A CONTRACTOR WHO GETS REMODELING CONTRACTS ANY TIME THEY BEGIN TO LOOK WORN
You can't use a cell phone and drive.
Yet there will be NO ARRESTS for stupid kids walking while using a cell phone.

I WOULD BET THAT STAIRCASE ABOVE HAS ALREADY CAUSE SMALL INJURY - and will cause at least one serious injury.
But the larger worry is:
* the kids in the median strip (between) grabbing legs of kids walking by
* the lack of landing allowing failure on one set to spill over down the next set
not everyone has well educated teachers with eyes behind their heads
some people have awful teachers that hate white kids. i was lucky - mostly.
this also fails. the steps far left far right. there is no stringer and no railing either. also it "pretends" to be a large staircase with sitting height - we can all see kids would NEVER use it as designed. (they would walk up and down the tall steps - WHICH ARE NOT LEGAL STEPS. but the school isn't insured for CONCRETE JUNGLE GYMS in the bus waiting area)
the final steps seems to be a block of wood perhaps with tread that isn't wide enough
A CAREFUL look shows the 2nd step from top is uneven. LOOK CAREFULLY: it is composed of two risers like any single step is. it appears to me from a distance the RISERS ARE NOT OF EQUAL HEIGHT. if i can see that from a distance it's gotta be an inch difference.
RISERS MUST ALL BE EQUAL HEIGHT (except for garden area steps) - an inch is un-acceptable it'd never pass. any inspector would say to tear out the wimpy little step and put down another
they are of different color and my eyes could be fooling me. but i bet there's a height difference and that's never allowed

"bleacher collapses" are not unknown in the world. the thing is they are not staircases nor are they required to attend.
(the old school kind never collaps even during tornado - if i must guess)
with a blurry line between "staircase" and "bleacher" i think ... if i look behind this thing - i may find problems
the railing is also improperly positioned diagonally.
the railing (not the post, the un-obstructed rail) must begin on the first step NOT on the ground/approach
it must end exactally on the beginning of the top approach/landing, plus or minus a little post positioning wisdom and curl down creature comfort
the railing above viewed carfully clearly violates 1 and appears to violate the other
you may not believe it or not but having a "buttress post" in front of the step, where a foot might catch it on approach, also isn't allowed

let me compare that to a school in the 1980's
(1) a little rucus in the halls didn't attract much attention by staff - they'd stay in the teachers lounge - maybe yell out the door there would be ramifications (ie, no PE) if the kids didn't calm down (a serious threat - i remember having PE pulled for a week and the kids who did it were punished by their peers, told to shut the fuck up in the future, for doing it)
(2) a fight would have occured (i remember one) without staff or police showing up until AFTER THE FIGHT (to nab a few people into the principle's office after it was over and settled - the perfect time for someone who doesn't want to be punched and doesn't care who got punched to walk in and take control and nab a couple people)
(3) no police were present. our highschool had "THE FOOTBALL COACH", an ex football player still in amazing shape who could kick any niggers ass or a group of them without even thinking about it - without a tazer. he was called once or a few times i was never there to see it.
(4) police were used for Truancy - rarely were at school
(5) the staff knew how to control kids - and from Elementary school the kids WERE TAUGHT RESPECT. The staff didn't need to control all situations - often 1/2 the kids were "conservative" and would challenge the other kids to respect law and order and not act like a street gang

it was in the past unusual for a squad of officers to be walking down the hall? but doing so calmly and ignoring the kids - this can be discounted.

so finally - since i chose to be clear about many things instead of simply letting things lie at "there should be a turn at the landing" ...
See the murder picture above - along the sides of the landing there is a short vertical piece called the "Stringer". it's not on all staircases but it's sometimes required or used. it's allowed.
WHAT ISN'T ALLOWED is to have either landings or treads meet with AN UN-EVEN SURFACE.
what you have with the kewaskum middle school is a median strip "sitting area" with different stepping
this causes TWO bad problems
1) an illegal stringer. in places it's there, in others it's missing
2) a fatal attraction. kids will want to hop off steps to to talk to a friend or walk off the center median strip onto the steps
the stringer between the two, IS BLOCKY AND UN-EVEN. it's almost guaranteed someone will trip and fall
anyone would know that

it's even illegal to have an un-even surface too close to the top landing or the bottom landing - let alone each tread

this also fails. the steps far left far right. there is no stringer and no railing either. also it "pretends" to be a large staircase with sitting height - we can all see kids would NEVER use it as designed. (they would walk up and down the tall steps - WHICH ARE NOT LEGAL STEPS. but the school isn't insured for CONCRETE JUNGLE GYMS in the bus waiting area)
the final steps seems to be a block of wood perhaps with tread that isn't wide enough
A CAREFUL look shows the 2nd step from top is uneven. LOOK CAREFULLY: it is composed of two risers like any single step is. it appears to me from a distance the RISERS ARE NOT OF EQUAL HEIGHT. if i can see that from a distance it's gotta be an inch difference.
RISERS MUST ALL BE EQUAL HEIGHT (except for garden area steps) - an inch is un-acceptable it'd never pass. any inspector would say to tear out the wimpy little step and put down another
they are of different color and my eyes could be fooling me. but i bet there's a height difference and that's never allowed

(the problem is when a lamp faults, if there's rain, (together very likely situations especially since the school used MADE IN CHINA), 25 ohms to earth will go straight to that railing. it will be less than 120V but plenty enough to shock should be expected. wet concrete and earth ARE conductors.)

technically the railing size is NOT ok for adults but possible ok for small children - probaly NOT ok for middle school children

(b) is the cost winning answer there are one choices only, other than using building lighting only (which must remain ON at dark) and having 0 step lighting
(1) do NOT use solar since the voltage is too high (is unpredictable how panels connect cell to cell) on commercial units
(2) disconnect the lights from 120V entirely - except for ground (which MUST be proper ground not a tranformer neutral not a shared return to transformer 3 phase certainly. in the end there must be a 0V touch potential to that earth ground except during a fault. an electrician would test this after installation to double check)
(3) connect low voltage power pack (the sealed kind rated for outdoors in homedepot). change bulbs to low voltage high brightness LED bulbs. the earth ground goes on the metallic raceway and also the metal lamp housing of course.

there are garden/step rules saying that touch potential to earth can be over-looked if walkers by cannot touch the soil or metal fixture "less than 6' away"
but in this case we have two earth rods sunk in soil and 120V between them - the "exceptions" certainly don't apply

(for example: selection of isolation tranformer. for example: location of transformer connections being in or outdoors. for example: use of MADE IN CHINA parts that are not officially UL "real" listed in electrician's lists: thus never should be used. (ie, UL label homedepot doesn't mean anything here). many many ways to go wrong that aren't obvious to a non-electrician, is the warning, even for low voltage. how did it become low voltage? is high voltage nearby but unseen except on building plans?)

(ie, some will say low voltage is < 50V which can shock while others <30V which can shock but 12V can shock. 3.2V systems don't shock but still need care becaues everything except that system can "find it's way into the system" if no care is taken)

COME TO THINK OF IT - "low voltage UL rated systems" can be so complicated (as to insuring they are harmless - not some whack solar project connected wrong in a way an electrician would not do)
that it may be easier to hire a "regular electrician" to put outdoor lamp lights (of which there are a few already) on the brick walls light the whole area which remain on 24/7
it should be easy to do "homedepot" landscape lights but they aren't bright. and there are things homedepot does (like use untested chinese parts) that aren't actually allowed

(the old school kind never collaps even during tornado - if i must guess)

the railing (not the post, the un-obstructed rail) must begin on the first step NOT on the ground/approach
it must end exactally on the beginning of the top approach/landing, plus or minus a little post positioning wisdom and curl down creature comfort
the railing above viewed carfully clearly violates 1 and appears to violate the other
you may not believe it or not but having a "buttress post" in front of the step, where a foot might catch it on approach, also isn't allowed

correction: on high res zoom in - i see the railing is stainless steal and the right diameter (the zoom is further out than it first appears)

explination: "exit signs on outside of building", china has made inroads in USA's safety laws - from signs to electrical outlets - things required to be many and duplicate EXACTLY IF THEY ARE ONLY AVAILABLE FROM CHINA. it's a Hillary style scam of course.
