Building under construction forever electric ave. vienna

What kind of building is that on Electric Ave. across from Navy Federal Credit Union. this building seems to have been under construction for what seems like at least 3 years. Is this some kind of super secret building that requires extra work in the construction?
Also up around the corner is a building htat has security fencing and guards at entrance even in the wee hours of the morning. next to what seems like a small navy federal credit union annex. What is the purpose of this building?

Down in the street there is violence, and a lots of work to be done. No place to hang out our washing, and I can't blame all on the sun, oh no.
