Second on the list is Herndon but you have to be careful. Some of Herndon is overrun by illegal Aliens but if you stay away from the area next to the Toll road you should be OK, the neighborhoods near Rt 7 outside the town limits tend to be pretty good but there aren't a lot of apartments but some nice homes. Near the town center and library are some new built apartments that look nice. Anything in the Herndon town limits is subject to extra town taxes including vehicles.
Reston has a lot of apartments but be careful you don't end up next subsidized housing as it tends to have a lot of crime. Stay away from the Glade Dr area. I think Reston charges a large HOA fee in order to maintain all the polls and rec centers if you use them or not.
