you can get a better look at it on the birdseye view in Bing maps. note the double security fence line and cameras(?) at each point of the octagonal yard. can't quite make out what the objects inside the interior courtyards are

some interesting theories:

It's designed like a fort, and there appears to be sensors or electrified fence posts at each corner. There are multiple checkpoints and sensors before that area, and combine that with the bay doors and a lack of windows, and I say it's a mostly underground facility (Meaning that's it's hardened). I would say that it's a garage, due to the trailers and bay doors, but you don't secure a simple garage like that all by itself.

Part of that USCG facility is NAVCEN, which focuses on GPS waterway navigation, and so forth. The pathway between the double fencing looks like groomed soil (Notice the blue tractor in the parking lot), which is often used for trespass identification, and can facilitate vehicle patrols (Even though it's not a very large perimeter). There is also a semi-mobile COMM center just outside the facility, and you can see the main base perimeter around that (Part of which borders Ft. Belvoir).

If that's a secret underground base, they sure made it conspicuous, a nice big bullseye for the Soviet bombers.

Amateur photographic interpretation is fun. And amateur espionage, the guy on that site posting rumors from the neighborhood folk. It's obvious what this is though. It's an octagon, people! Two men enter, one man leaves. It is a fighting ring where they test genetically-engineered super-soldiers.

I agree with the detention center theory. It has a long road to it like Auschwitz, and has double-layer security fences with lots of room for snipers to take out escapees along the way. Walled-up courtyard to allow for limited outdoor time.

Then again it could be pretty much anything.

I can't fathom what the Coast Guard would be doing with a detention facility like that. Seems a bit extreme for a brig. And anyone they capture would be turned over to the Federal judicial system.

I would assume that it is a command and control center that was probably hardened after 9/11.

The building is part of TISCOM (Telecommunication and Information Systems Command.)

The communications facility has been there for decades, so it kinda sorta rules out the super top secret prison/post 9/11 detention center/concentration camp theory.

If it is a detention center, it is one of the most poorly designed I have ever seen. How many prisons have you seen where there are cars parked INSIDE the fenceline?

I don't know, but then again I haven't been to as many prisons as you.

But in this example, cars are real close to the fence line, a short hop over.

Yeah, but see they are OVER the fence not INSIDE the fence. See the difference? Nice try.

I think its a high security holding facility. Check out the pic I cropped off Bing.

The open courtyards that are sectioned in quaters by walls ..
It sure looks like a super max set up to me. Keeping inmates separated.

My eyes may be playing tricks on me, but I swear you can see people in a couple of them .

Wow, Bing is so much more responsive than Google Maps.

Why are there tennis courts and ball fields? That would seem to indicate that people are living there. Or a school or day-care maybe?

I've been there a couple times, there's picnic pavilions and recreation facilities there, an O-Club, stuff like that; used by other organizations and the public too not just the people on that little base. the octagon place though I wouldn't be surprised if it's run by a different agency, it's thru 3 more fence lines and a vehicle barrier. surprising number of cars parked there for such a small building

Not part of the Coast Guard base. It is a witness protection facility. Go in one person, come out another.

That USCG station has always had an atomic clock for radio navigation. It is probably now used for GPS.

This seems like the most plausible answer so far. The GPS infrastructure is probably heavily hardened since much of our military and civilian entities depend on GPS every day.

Is that a Zodiac parked in the bottom row of spaces, third from right? Maybe if they have to search that Huntley Meadows Park lake? It doesn't seem those waters are deep enough to warrant a Zodiac.

I was stationed at that base....Its a US Marshall Detention Facility for high value inmates. Manuel noriega was brought through there late one night while i was doing security rounds. We used to speak to one of Marshalls from time to time. Occasionally, one of the senior nco's from the maintenance dept would go back for a repair.

I spent plenty of time on that base. It's a Marshall's Service facility. I never asked what type, but I always assumed Witness Protection. HVT detention makes just as much sense. The road goes down quite a ways, but there is a scary sign near the end past the O club, stopping unauthorized traffic. We used to run PT from the HQS building down the road as far as the sign. That was our turn-around point. I've also traipsed around the woods back there plenty but never once saw any security, vehicles or any other activity. Incidentally, the base is sometimes used by community youth groups for Soccer or other sports matches. Nobody goes down past the sign. I really liked that base. Plenty of fond memories. The Vietnamese lady who cooked at the chow hall was a hoot. She used to call me "Commander" (with my one bar) Apparently every officer was "Commander" to her. I can still taste the Philly Cheese Steak Sandwiches! The Coast Guard Honor Guard is headquartered there as well as the TISCOM. There was even a Navy Sea Cadet unit there for many years with high school students running all over the base like they owned it.

The later Google maps image clearly shows deck umbrellas in some of the compartmented areas...pretty good digs to hang out if you're going to be held
by the marshals...

It's not computational in nature (no cooling or big generators) so a prison seem likely.

bit of improvements & additions going on:

before (early 2015):

after (early 2016):

no DHS plates on the SUV fleet & the fact they aren't white (USCG's signature) suggests it most certainly has little if not nothing to do with the USCG facility there.

mystery continues.
