I used to know this, but what are the legal limits as far as percentage?

Driver / Passenger windows?

All rear?

The law requires that tinting on windows can not reduce light transmittance by 50% in the front and 35% in the rear. There is also a lot of exclusions and extras, so you may want to read the law yourself. It is way too long to post, so enjoy.

§ 46.2-1052. Tinting films, signs, decals, and stickers on windshields, etc.; penalties.

what types medical conditions would qualify people to get medical waiver for darker tints on their cars?

does it only apply when the person with the condition is in that car? for example can he/she lend the car for someone else to drive?

Any reason that a doctor wants to justify it is lawful. The person must carry the doctors note with them in the car, or show DMV the letter and they will indicate the tint waiver on the registration card.

As one who has had tinted windows (legally) since the 1980's, I can say that the sun and glare are two prime reasons for having tint. I am probably on the road for ~ 25k mi a year and if not for the sun (mostly for partly cloudy days when it is worse - squinting), then for headlight glare.

I have a waiver and a Med20 form on file. It is put on your car registration now through the DMV. By code, any vehicle used to regularly transport or be operated by one w/ a waiver, can have the tint done within the bounds set under the VA Code.
