Homeless woman in neon GREEN skirt & neon ORANGE top covers a lot of distance! Why?

For a long time you could see her around Tysons pushing her stuff on a skateboard.

One day in Merrifield, I mentioned her to my barber who said oh, yeah! That's Carol."

Today I saw her practically in Oakton!

Which one of you is giving her a ride?
She's been hacking really badly
