From Off Topic: Alexandria City hatefully tries unconstitutionally to fix something that does not exist as law abiding citizens do not commit gun crimes criminals do , criminals do not have concealed handgun permits , they can not get them because they are criminals stupid.

No permits are needed to break the law and kill people which the killer in Va Beach showed as well as all other killers who do not get permits to kill others. They just do it.

Beware all women and men who walk on trails in secluded areas of the crime infested City of Alexandria , your life is not worth a penny to hate filled Democrat's, hopefully the Fairfax County BOS will use more reason when they write any gun laws, Fairfax has far more people and far more remote trails that thousands of lawful people walk upon daily while legally carrying a handgun for self protection with no issues.

Alexandria held public hearings that were a kangaroo court as hundreds of gun rights supporters showed up and they were ignored as Va.Del Mark Levin (D) was allowed to jabber mindlessly on with his constitution breaking tirade

ALEXANDRIA, Va. (AP) — The governing body of northern Virginia’s largest city has voted unanimously to ban firearms on all public property.

The Alexandria City Council voted unanimously for the ordinance after a public hearing Saturday. The new law takes effect July 1 and bars firearms and ammunition from all city facilities and parks.

The city had a similar ordinance in the 1990s but a state law passed in 2002 barred localities from regulating firearms in their facilities. That law was overturned by the General Assembly this year.

I will have to see the law, "law enforcement officers" are legally defined as active sworn officers with power of arrest as retired police officers have no powers as LEO's that exempt them from gun laws where they can not carry unless it is otherwise legal , that does not apply to active sworn police officers who can carry anywhere under Virginia law without restriction , retired police officers are "retired police officers" legally and they must have the qualifications and length of service before retirement that the state requires to be "retired police officers" legally not just "police officers"

The law must specifically state "retired police officers" are allowed to carry CCW in the parks and buildings or they can not carry in Alexandria's parks and public buildings not just "police officers" or "law enforcement officers"

Congress did give retired LEOS the right to CCW nationwide with certain I's and T's crossed but such carry is limited to where it is legal under federal state or local laws , "retired police officers" can not carry into a court where its illegal to do while sworn active "police officers" may carry for example , another example is "killing a law enforcement officer ", a retired police officer is no longer in the line of duty as they have no sworn arrest power, and the capitol offence does not apply that's why the state code requires the officer to be a active sworn officer

§ 9.1-101. Definitions.
As used in this chapter or in Chapter 23 (§ 19.2-387 et seq.) of Title 19.2, unless the context requires a different meaning:

Law-enforcement officer" means any full-time or part-time employee of a police department or sheriff's office which is a part of or administered by the Commonwealth or any political subdivision thereof, or any full-time or part-time employee of a private police department, and who is responsible for the prevention and detection of crime and the enforcement of the penal, traffic or highway laws of the Commonwealth, and shall include any (i) special agent of the Virginia Alcoholic Beverage Control Authority; (ii) police agent appointed under the provisions of § 56-353; (iii) officer of the Virginia Marine Police; (iv) conservation police officer who is a full-time sworn member of the enforcement division of the Department of Game and Inland Fisheries; (v) investigator who is a sworn member of the security division of the Virginia Lottery; (vi) conservation officer of the Department of Conservation and Recreation commissioned pursuant to § 10.1-115; (vii) full-time sworn member of the enforcement division of the Department of Motor Vehicles appointed pursuant to § 46.2-217; (viii) animal protection police officer employed under § 15.2-632 or 15.2-836.1; (ix) campus police officer appointed under Article 3 (§ 23.1-809 et seq.) of Chapter 8 of Title 23.1; (x) member of the investigations unit designated by the State Inspector General pursuant to § 2.2-311 to investigate allegations of criminal behavior affecting the operations of a state or nonstate agency; (xi) employee with internal investigations authority designated by the Department of Corrections pursuant to subdivision 11 of § 53.1-10 or by the Department of Juvenile Justice pursuant to subdivision A 7 of § 66-3; or (xii) private police officer employed by a private police department. Dajax has a excellent legal point for a federal lawsuit vs Alexandria City Va. , if Alexandria indeed carved out an exception for retired police they created an unconstitutional act as he clearly states that retired police have no legal authority as sworn police

Alexandria has created a superior class of citizen if they did allow retired police to carry concealed while denying citizens with valid Virginia concealed handgun permits the rights to concealed carry.

Citizens now have legally concealed carried in Virginia in large numbers since the laws of concealed carry were changed July 1st 1995 , twenty five years ago this July 1st. The fact that lawful citizens have done so with no issues or arrests show they are as worthy as police to carry a firearm concealed after said police retire and become private citizens again without police powers of the state.

But the legal point is that although government may offer special perks such as enhanced retirement pay and benefits to police that others do not get in retirement , government can not issue constitutional rights to retired police while denying the same constitutional rights to citizens.

Sworn police with police powers of arrest are the government , retired police are not

If it proves true that Alexandria did allow retired police the right to carry concealed in their public buildings and parks , their only remedy will be to repeal this law and replace it with a law that disallows retired police the same right to conceal carry as the citizen is disallowed . The city will also be liable for civil suits in federal court for their unconstitutional acts . As Dajax correctly said all I's and T's must be crossed , and that is all important when rights of the people under the constitution are being denied.

Alexandria police and all other police will thank the City of Alexandria for being so kind to their retirees .

Virginia's General Assembly and the governor have created a legal mess when there was no compelling reason to do so with this new authority superior to the Commonwealth of Virginia's with this new law allowing counties and cities to write stronger firearm laws then the General Assembly .
