RICHMOND, Va. - The Virginia Department of Motor Vehicles on Tuesday recalled a license plate that appeared to have coded references glorifying Adolf Hitler.

The vanity plate, which read "14CV88," was the subject of complaints after photos were posted online.

The "88" is sometimes a coded reference to Heil Hitler, as each word begins with the eighth letter of the alphabet.

The "14" is thought to stand for the number of words in a white supremacist credo. The "CV" is an apparent reference to the Sons of Confederate Veterans.

The Council on American-Islamic Relations was among the groups offended by the plate. The truck bearing the plates also featured graphics of the Confederate flag and the phrase "Everything I ever needed to know about Islam I learned on 9/11."

DMV spokeswoman Pam Goheen said the specialized plate, which featured the logo of the Sons of Confederate Veterans, was issued in March 2009. She declined to specify the county where the plate was registered. After reviewing the complaints, Goheen said a DMV committee determined that the letters and numbers could reasonably be construed as racially or ethnically disparaging.

An indentured servant was a worker, typically a laborer or tradesman, under contract to an employer for a fixed period of time, typically three to seven years, in exchange for their transportation, food, clothing, lodging and other necessities. You dont own the plate. DMV owns the plate and they allow you to put something on it if you want to pay extra. Which also allows them to NOT allow you to put questionable words on it. If you dont like it then you dont have to live by it and can choose to move elsewhere. Try another state by all means...

Virginia's Department of Motor Vehicles is so accustomed to drivers trying to sneak lewd, gross, hateful or racist messages onto personalized license plates that it has a rigorous process to root them out.

A manager in the Personalized Plates Work Center reads through every application, putting any suspicious combination of letters and numbers into a computer program that analyzes the potential plate for hidden meaning. Questionable messages go to a 20-person Word Committee for review and a vote. Among the few printable examples of rejected license plates, according to Melanie Stokes, a member of the Word Committee, are "JERKA55," "IPOOPD," and "HORNI1."

But sometimes, the system doesn't quite work.

The owner of a Ford truck bearing the license plate 14CV88 will have to find a new message after the DMV on Wednesday canceled its earlier approval of that series of letters and numbers.

A photo of the truck hit the Web a few days ago, went viral on car and other blogs and finally came to the attention of the Council on American-Islamic Relations, an advocacy group for American Muslims. On Wednesday morning, the group complained to the DMV that the plate contained a white supremacist and neo-Nazi statement.

A few hours later, the DMV agreed that the plate contains a coded message: The number 88 stands for the eighth letter of the alphabet, H, doubled to signify "Heil Hitler," said CAIR's Ibrahim Hooper. "CV" stands for "Confederate veteran" -- the plate was a special model embossed with a Confederate flag, which Virginia makes available for a $10 fee to card-carrying members of the Sons of Confederate Veterans. And 14 is code for imprisoned white supremacist David Lane's 14-word motto: "We must secure the existence of our people and a future for white children."

The giveaway that something was amiss, Hooper said, was the truck itself. An enormous photo of the burning World Trade Center towers covers the entire tailgate, with the words: "Everything I ever needed to know about Islam I learned on 9/11."

Hooper at first thought the picture was a Photoshopped hoax. But when he called the DMV and discovered the plate was registered in 2005 to a Ford F-150 pickup truck, Hooper started to worry.

"If the license plate had been on a VW Beetle with nothing else on it, or a Volvo station wagon, no one would probably have noticed," said Hooper. "But when the Confederate flag is thrown in . . . it shows the convergence of anti-government and anti-Islamic sentiments that unfortunately seem to be growing."

The DMV would not release the identity or location of the vehicle owner, citing privacy laws. Virginia has the highest percentage of personalized plates in the nation.

"Even with our rigorous process, we miss a few," Stokes said. "And we missed this one."

No word on whether the truck, shown in the photo in a parking spot reserved for the handicapped, has the requisite disability tags.

Virginia driver denies license plate had coded racist message

Douglas Story, a Chantilly dump truck driver for the Virginia Department of Transportation, says he wanted to grab people's attention when he paid $224.90 to have a mural of the burning World Trade Center detailed onto the tailgate of his Ford F-150 along with a sticker that reads: "Everything I ever needed to know about Islam I learned on 9/11."

But he got more than he bargained for when a photo of his pickup went viral on the Web last week. Motorists and Muslim groups complained that his Virginia vanity license plate -- 14CV88 -- was really code for neo-Nazi, white supremacist sentiments. The state Department of Motor Vehicles voted last week to recall Story's plates and force him to buy new ones.

"There is absolutely no way I'd have anything to do with Hitler or Nazis," Story said Wednesday. He contacted The Washington Post after an article about his plate appeared last week; the state, citing privacy rules, had declined to release the identity of the plate's owner. "My sister-in-law and my niece are Jewish. I went to my niece's bat mitzvah when she turned 13 three years ago. Does that sound like something an anti-Semite would do?"

Story says the numbers 14 and 88 on his plate were not references to a white power slogan or "Heil Hitler," as the Council on American-Islamic Relations theorized, but an homage to his favorite NASCAR drivers: Tony Stewart, who drives car No. 14, and Dale Earnhardt Jr., who drives No. 88.

Story applied for the vanity plate in March 2009, shortly after Earnhardt changed his car number from 8 to 88 and Stewart changed his from 20 to 14.

CAIR spokesman Ibrahim Hooper said his group looked into the meaning of the numbers 14 and 88 after receiving complaints about Story's license plates. He said the group found that among neo-Nazis, 88 refers to "Heil Hitler," because H is the eighth letter of the alphabet. White supremacists sometimes use the number 14, Hooper said, as shorthand for the 14-word motto, "We must secure the existence of our people and a future for white children."

Story says that his truck has long been decorated with the Confederate battle flag and that he does have "CV" Sons of Confederate Veterans plates, which he obtained after discovering that his great-great-great-grandfather was a second lieutenant with the Alabama Partisan Rangers during the Civil War.

The flag "celebrates my Southern heritage," he said. "And the numbers recognize my favorite drivers in that southernest of sports, NASCAR."

He says he doesn't know who took the photo of his truck, in a handicapped parking spot, that became a viral sensation on the Web. "Probably someone who obviously has a soft spot for Islam," he said, pronouncing the word "I-slam," "because if you pronounce it 'Ih-slahm,' it's not disparaging enough."

He said he has a permit that allows him to park in handicapped spaces because of injuries he suffered in a 1985 motorcycle accident.

Hooper said he doesn't buy Story's version "given the overt anti-Muslim bigotry displayed on the truck and the Confederate flags and their historic connotation of racism. But it's his right to make that appeal to the Virginia DMV."

Story said he has no intention of appealing. "I don't want my truck firebombed," he said.

Story received a certified letter last week from the DMV ordering him to get new plates. And his boss told him that he could no longer park on VDOT property with the anti-Islam mural. So Story spent an afternoon getting new randomized plates and peeling the mural off by hand.

"I feel naked," he said.

The stars and stripes were first flown in the Revolutionary War, 1776-1783. Also, the 13th Amendment outlaws slavery, which means that after 1865, the flag didn't represent slavery at all.

It's more complicated than that. Some states in the north had outlawed slaves already. Others allowed slavery, but no slave trade. There were northern slaves states, AKA border states, like Kentucky and Missouri, which Lincoln intended to placate by freeing only "southern" slaves. There simply weren't many slaves north of those border states.

I'm thinking they think it's awesome the truck is in a handicapped space because in their tiny little liberal mind the owner of said truck is mentally handicapped (by virtue of them believing as they do), hence the need for handicapped parking.
