FCPS proposed three return-to-school scenarios ranging from starting the year virtually to social distancing at school and some students not returning at all.

FAIRFAX COUNTY, Va. — Fairfax County Public Schools have released a first look at what students returning to classrooms could look like post coronavirus. The county's 47-page "Returning to School: Options and Considerations for Summer and Fall 2020" includes plans for 2020 graduation ceremonies, summer distance learning programs, socially distanced classrooms, and budgetary impacts.

Similar to the education document Maryland released last week, Fairfax County is considering a range of options for its students to safely return to the classroom, including alternating schedules between in-person and virtual learning, reducing class sizes and bus capacities to comply with social distancing and beefing up distance learning resources should the need arise to continue online learning longer than anticipated.

All plans the county considers will:

Comply with state social distancing requirements
Provide options for students/staff unable to return
Address continued access and connectivity inequities
Provide staff adequate time/training to prepare for new school year

FCPS is preparing for three return-to-school scenarios:

Virtual start to the year: Scenario 1 assumes the 2020-2021 school year will start virtually, and acknowledges that schools would need to provide enhanced distance learning resources (technology, connectivity, self-paced curriculum); revise instructional schedules to better meet student learning needs; expand community partnerships to support students with distance learning, including child-care services
Social distancing: Scenario 2 involves prioritizing in-person learning for the students who need it most (i.e.students with disabilities, non-English speaking students); creating alternating schedules where some students learn in-person while others learn virtually; establishing guidelines for non-classroom spaces like cafeterias, playgrounds, buses etc. to comply with social distancing; and expanding community partnerships to support students with distance learning, including child-care services
Some unable to return: Scenario 3 focuses on supporting the staff and students who would not be able to return to the classroom for personal reasons.

Given the difficulties Fairfax County has faced in regards to virtual education, the proposal also suggests creating a plan to smoothly transition immediately to distance learning, should the need arise in the future. This would include:

Establish tight communication network for regular updates on development impacting closure at individual schools and across the districts
Build routines using one-to-one devices and blended-learning within daily instruction at all grade levels and courses
Procure/develop student-facing curriculum resources that ensure instruction is aligned to state grade-level standards and expectations
The plan estimates that FCPS would need to budget for $13.9 million in reoccurring costs (health services staffing, technology, counselors) and $10.3 million in one-time costs (PPE, thermometers, cleaning supplies, curriculum resources, support staffing).

Graduation plans for 2020 class

The School Board is recommending a virtual class of 2020 celebration video in June or July, showing individual photos of students dressed in their cap and gowns. The photos will be taken before the video and will comply with social distancing protocols; two family members can accompany each student to be in the photos.

FCPS will assess health conditions again in the fall to see if a delayed in-person ceremony can be held for the class of 2020. That decision will be announced after Labor Day.

Summer school plans

Several summer programs have already been canceled due to building closures:

Institute for the Arts
Elementary Institute for the Arts
CTE Career Academy
CTE Summer Academy
Pathways to Preschool (SPED)
Bridge to PAC (SPED)
Bridge to Kindergarten
Young Scholars
Curious Minds
Any student PreK-12 who qualifies for Extended School Year services will access them virtually June 29 through July 24. Summer learning for preschool autism students will be done virtually from July 2, through July 30.

Summer High School Credit Recovery classes will occur via distance learning at every high school from July 6, through July 24. This year schools can also invite students who did not fail a course but who may need extra support to participate in the program. Students who wish to take a course for new credit can do so virtually through Online Campus. Tuition has been reduced to $375 for this summer.

ESOL Online: Language and Literacy Connections for current English learners in grades 7-12 will be held June 22 through July 14 in two sessions. A middle school ESOL online summer program will be held on dates TBD.

There should be layoffs, furloughs, decreased benefits, lowered pensions, etc just like what happens to the poor taxpayer who is actually working. I just don't get why county teachers are so special that they don't have to sacrifice something while they aren't even working or barely working. What a profession! And some of the classes/CTE programs only have a handful of students in them so social distancing is a no brainer even before covid. Shameful really.

There is in business a concept called retention pay. The idea is that even though the person isn't currently doing something to justify getting paid you still pay that employee to make it more likely he will be available when you need him. Typically this is done only for employees that would be difficult to replace.

Individual teachers are seldom irreplaceable. FCPS has more than 12,000 teachers on staff though. Trying to replace a large portion of the teacher population between April 1 and August 1 on the other hand would be a huge challenge. One teacher is replaceable. A thousand are not.

So do they suck it up and pay teachers for doing nothing, or do they lay them off and risk having to suddenly fill a huge number of additional vacancies by next August. There is a reason moronic ideologues are not allowed to run large businesses. These are hard decisions that have to be made, and ones that will have long term consequences. It is entirely possible there was a third option. An option that would have kept as many teachers as possible without costing the County as much. It is possible the FCPS may have been too stupid or too committed to taking care of its staff to look into these alternatives. That is separate from whether they should just have laid them off.

Taxpayer too - I like your explanation about situation county is in and that the county/country cannot be without a pool of teachers at any given time. The same thing can be said about nurses and even moreso since we HAVE to be AT WORK NO MATTER WHAT - and how greedy big business fiscally responsible healthcare systems deal with this is employ travel nurses who work 13 weeks assignments. Your argument that a pool of teachers is always needed so much so that we hace to pay them even while not working...obviously the real essential worker are the RNs of our country who have had to brave this pandemic all the while having retirement contributions stopped, positions deleted, furloughs and layoffs. So to just pay people to be on call for POSSIBLE work a full salary and rich benefits is just ridiculous. Maybe school systems could use travel teacher model? Why not? It would add some much needed freshness to the stale should be retired already teacher.

And do you really think teachers will leave the gravy train they are on if pay was cut, benefits decreased, etc? I highly doubt it. I have heard its very hard to get a teaching position at FCPS. And from the actual salaries publicized, where is a Cosmetology instructor going to get over $100K for 9 months of barely working or CTE Nurse Health and Science and practical nursing teachers going to get high $95K to $105K for 9 months of barely working? They know they will never ever find anything like what they got at FCPS.

Time for county/education department to think differently. Healthcare and other industries have...not sure why taxpayer has to held hostage by ridiculous expectations from a bunch of lazy, greedy, entitled teachers. Show 'em the door --- I would wager they would stay even with huge pay and benefit cuts which are more than appropriate at this time like rest of country of non government workers are dealing with.

I am a Fairfax parent desperate to have kids back full-time in the fall so I can return to work.

I personally know a local superintendent who has told me directly that Northern Virginia superintendents are deferring to the state Department of Education on how much kids will be in the building for in-person instruction.

I am sure the empire of administrators will come up with the perfect plan for the 2020-2021 school year. If nothing else, they will have the perfect solution as to where the transgendered students will be able to comfortably use the rest room if parts of the building are closed off due to social distancing. As for launching adequate instruction? Lots of luck! If some students choose not to do any of the work online, so be it.....Nobody has to do it. Heaven forbid any student gets ahead within this school system.

Making changes to the school curriculum after quarantine is the right decision. After a long time off from school, I became less organized.
