House Always Under Construction, near Braddock & Twinbrook

Anyone driving this route will know the house I'm talking about... it's a corner lot on Braddock a couple of blocks west of Twinbrook shopping center. It seems for at least the last 20 years it has been in a constant cycle of getting torn down and rebuilt. It usually has large rocks out in the front of it. Anyone know what the deal is with this house?

I think they have been waiting 20 years for the county to approve a building permit. Anyone who has been to the county building and code enforcement knows what I mean.

Here's an pic courtesy google maps. It's easy to pick out... eastbound before Twinbrook it's the house on a corner that looks kind of like it is on a cliff and has large rocks sitting on the cliff.

Yeah it's either someone REALLY can't make up their mind about how they want it to look, it has unlucky luck with natural gas, it's an insurance fraud source, or it's getting used as some kind of tax shelter. But to be honest I'd rather look at that every day on Braddock than the GMU sign.
The guy must know somebody...that house sits on 1.37 acres and the assessment (on the land) is lower than a rental property I own that is only 1/4 acre.

I seem to recall that a house that's being built doesn't have to be assessed, or is assessed at a much lower amount, and as a result, taxes are quite a bit lower. So perhaps that's what's going on.
But shouldn't the land portion of the assessment for 1.37 acres be similar to other properties with that amount of land, regardless of the building on it?
The house was built in 1948...this is some kind of endless renovation/addition. The place looks occupied to me....cars in the driveway, trash service, etc.

Per the county code, if you get a building permit, you only have to work a little every 6 months or year to keep the Permit in effect, there is no Closure time that I am aware of, as to why? couldn't tell you, but its been pretty much the same for atleast 25 years.

They keep signing up the contractors from the local 7-11 for evening "part time work" after these contractors finish their day work jobs, but the contractors all keep getting murdered by their employer so that he does not have to pay them each day. Hence this job is taking such a long long time, as each day they keep waiting for a crew of contractors to show up that have already been disposed of.

Pass that way quite a bit. Was sorry to see those folks who had motorcycles for sale in the front yard all the time move away. It was always interesting to see what was for sale.
