63.2-1249 - 63.2-1253. (Effective July 1, 2007) Putative Father Registry:

Registration; notice; form.

Any man who has engaged in sexual intercourse with a woman is deemed to be on legal notice that a child may be conceived and the man is entitled to all legal rights and obligations resulting therefrom. Lack of knowledge of the pregnancy does not excuse failure to timely register except when the identity of such man is reasonably ascertainable. In such event, written notice of the existence of an adoption plan and the availability of registration with the Putative Father

Registry shall be provided to the man's last known address. The man shall have no more than 10 days from the date of such mailing to register. The mailing may be done either prior to or after the birth of the child.

[What do you have to do to register?]

F. The Department shall prepare a form for registering with the agency that shall require (i) the registrant's name, date of birth and social security number; (ii) the registrant's driver's license number and state of issuance; (iii) the registrant's home address, telephone number and employer; (iv) name, date of birth, ethnicity, address and telephone number of the putative mother, if known; (v) state of conception; (vi) place and date of birth of the child, if known; and (vii) name and gender of the child, if known.

Sort of. Basically it's saying you *should* register every time you have sex with a woman. The basis for this is that frequently a child is put up for adoption and in the middle of the very long process, the previously unknown father shows up. Being the father, he has certain rights and basically disrupts the whole adoption process.

So they create this registry and say you have to register if you have sex (if you want to ever claim any possible child as yours) with a woman. This would be relevant for a one-night-stand situation mainly. You have sex, you have no idea there's a child, but the woman puts it up for adoption. You find out, and "oh, you haven't registered" therefore you have no rights to the child.

I imagine this won't stand up to a serious court challenge, but that never stopped anyone.

How do I prove that I had sex with her? Do I have to bring pictures\videos? LOL I should of registered the last time Anna Nicole Smith was in town.

Not really. You can prove your the father via paternity test. This law says that if you show up during an adoption proceeding, it's irrelevant that you're the father. By virtue of the fact that you didn't register, you have zero rights to the child.

Here is an idea for prospective dads. Have your sperm frozen and then get a vasectomy. That way you can play in the big game without your helmet and still if you find the right girl knock her up later down the road.
And like the birth control patch this method does not prevent sexual diseases.

Guess you will just have to save a sample. It worked for Monica. Cut out a section for the bed sheet or take the panties for evidence.
