Sheriff's Deputy Charged For Inappropriate Contact With Prisoner

FAIRFAX, Va. - A Fairfax County Deputy Sheriff was arrested after an investigation determined he allegedly was engaged in unsuitable contact with a 25-year-old female prisoner. The Fairfax County Sheriff's Office contacted police on Wednesday, March 17, after they learned of the allegation.

Police detectives determined the 25-year-old female prisoner was admitted as a patient at a local hospital. Sheriff's deputies maintained guard duty over her during her stay. Throughout the night on Monday, March 8, leading into the early morning on March 9, a deputy sheriff and the prisoner allegedly engaged in sexual acts.

Police obtained a warrant, and on Monday, March 22, the Sheriff's Office arrested Deputy James Lee Heinz, 36. He was charged with carnal knowledge of an inmate, a class six felony. Heinz was employed with the Sheriff's Office for two years.

Interesting how this dude gets charged for a felony, yet teacher, herber ashbrook, fucks a fifteen year old girl in his car and only gets contributing to the delinquincy of a minor.

Being charged with an offense and being convicted of are two very different things...
I'm not sure what the teacher was initially charged with but I bet he plead it down to what he was finally convicted of...

Hey dipshit, he is not in jail. He was released on a PR bond. So to answer your question he is not spending time anywhere in the jail.

Was she raped or forced into this NO. It was consensual between two adults. It just happens to be against the law for one of the consenting adults.

I would have to say that it's much better than a teacher drilling a 15 year old.

I once knew Wilson Carper who had a brother I think on the Board of Supervisors (the other brother owned half of McLean and lived opposite Colvin Grist mill on RT 7). Any way Wilson who was sort ot the black sheep of the family used to brag that he had had sex with more women then hairs on his head, generally by offering a pack of cigarettes with incarcerated women at the jail. Wilson who was generally against smoking used to quote his former grade school teacher who said if the good Lord had wanted for you to smoke he would of put a smoke stack on top of your head. He would tell the story as a rebuttal to a physicians claim that eating black pepper on foods would lead to impotence, which it seems in Wilson's case not to have. I guess back in those days having sex with prisoners was not looked at with a dim view.

Hater, please explain to me how exactly how he used his power, trust and authority to compel her to have some sort of sexual encounter? That was consensual.

What exactly did he have to gain from doing this? He lost his job, was charged with a felony and is probably well on his way to being divorced and losing his children.

Your statement that he used his power, trust and authority makes it seems like one of them had something to gain out of this. It's not like he could get her out jail. This was not a traffic stop in which for a sexual favor she would not receive a ticket. She was already an inmate and had nothing to gain except maybe an extra Bologna sandwich at lunch time. He had nothing to gain, except what he got.

She could have said NO that night. Then what, he forces himself on her anyway? Then guess what, the charge would have been different and he would still be in trouble.

I am not saying what he did was right, I am simply saying that it was a very stupid mistake on the part of two consenting adults, and yes I also believe that he is getting what he deserves for the mistake made. She has not gained anything, except maybe bragging rights that she got a Deputy fired.

You on the other hand, you seem to have some deep planted seed of hate toward the Sheriff's office as a whole and your now trying to take this incident to make all Deputies look bad.

As I read the postings by the Hater and his knowledge of the ADC he reminds me of my former inmate peoples from the trusty block. He was always complaining about the Deputies and how he was above them even though he was constantly visiting the ADC for a variety of charges. Actually one day he worked up the courage to question one of the Deputies orders and was promptly restricted to his cell for the day. I heard him wimpering and crying throughout the day and he even managed to get the Deputies pity and he was let out to scrub the floors. During a comissary delivery, he noticed all the banging ass comissary I recevied and he asked for some picante soups. I told him no and he then offered to massage my mangina with his mouth piece. Needless to say the dude got his fill of duck butter that day and Im sure as he writes these harsh posts, he is reminded every day of that fateful day when he was on them knees giving your boy some brains.

Thank goodness for Internal Affairs! Great Job!

Who cares? She's locked up without much access to dick and gets a chance to get laid and takes it. If the roles were reverse and the female guard was giving it up for a male, who wouldn't hit it?

He was convicted of misdemeanor sexual battery on December 26, 2010. He was sentenced to 30 days in the Fairfax County ADC. Why was this one guy so upset and happy that he got a taste of his own medicine? First off, since he has law enforcement in his background, he would automatically be isolated from the general population. Like one user said, it was consensual, it was just illegal for him. I find it frustrating when people like the hater use one incident to assume that all law enforcement officers are corrupt. There are plenty of them who are truly dedicated to there jobs.

I knew this guys wife and family, 3 nice young kids she ended up leaving him and the area and movend them to colorado for a new start.

In the front-page article in this week's edition (April 15-17, 2011) of the Fairfax County Times on the county's proposed FY2012 budget, I noticed that among the major changes that the Board of Supervisors made was "liability insurance for Office of the Sheriff" for $175,000.

Is there a connection here?!

1). He'll go to court and lose

2). His charges will be lowered

3). He'll lose his job and never see any jail time.

He was convicted of misdemeanor sexual battery and was sentenced to 12 months in the Fairfax county Jail, he was forced to serve only one month in jail probably in protective custody. This means lock down for 23 hours a day and confinement in a single cell.

Was he sexually battered himself in jail?
What's the guy doing now? Washing cars?

It sucks to be him. He now has a criminal record all because he was greedy. He had a wife and three kids. He lost his job amd his family over a women on the inside who didn't give a damn about him. According to some articles, she reported him to another deputy. The other deputy then told there superiors.

I kinda feel bad for him because my sources say that when he was arrested, he was booked into the Fairfax County jail by his own fellow deputies. That's messed up because that means other prisoners could probably see him and probably wanted to attack him. I hope he was given protective custody.

Sheriff Stan Barry had nothing to do with this...

I knew a chick who fucked a guard at Lorton. The problem with it is he was compromised when she had drugs and other contraband mailed to her. He ended up aiding and abetting in a lot of illegal stuff. And no, it wasn't me.

I just feel bad for him. It's absolutely absurd that his own fellow deputies booked him into the Fairfax county jail. Other inmates could have seen him and assaulted him. They should be ashamed of themselves. In his mugshot he looks terrified.

I commend the deputies for blowing the whistle on one of their own. As we all know the county prosecuter will find a way to diminish the event, slap him a little and move on. If he does get off easy I'm not too concerned because I think the woman made him an offer he couldn't refuse. She must have been quite a looker for him to possibly throw away his career for her. What really concerns me are those two Texas State Troopers who raped those two woman in public view. IF what read on google is true I counted 11 felonies against each of them for 20-40years each. If those two pieces of crap aren't prosecuted to the fullest extent of the law the message to society is that the cops can violate you anytime, anywhere and it's considered for the greater good. How many people are gonna just say F...IT when the cops attempt to pull them over. Nationally all police aught to hope those two troopers get put in a real nice prison with plenty of homosexual gang bangers.
