Does the first first responder get credit for responding first? or, do all responders get credit for responding first?

dc city paper had a funny article about the percentage of dc cops that actually do any work

everyone gets credit for the stop but the first one has to do all the paper work...so the typical dc cop circles the block and lets one of the suckers answer the call then joins in

I have always felt that the ‘first responder’ is the first one who takes action.

For example: I was at the 7/11 on Lincolnia Road, waiting to buy a lottery ticket when the jackpot was huge. The line was long, and I almost got to the counter when the diarrhea hit. An unholy torrent of brown sludge made its way down my legs and onto the floor. The old lady three people behind me slipped in the smelly discharge, and the woman behind her called the police / ambulance; SHE was the true first responder. I won $20 that night, and didn’t stick around to see what happened next.

Yep this is true in most department, particularly in the city. I've worked with some of the laziest people you'd ever meet. One of the many reasons why I left the profession. Some would mark out on a citizen assist and milk it for a few hours. Dispatch eventually got wind of this scam and would ask them if they were still busy with their citizen assist four hours later. Most cops are not heroes and nothing more than a bunch of lazy slugs. Btw do you have a link to this story?
