So why aren’t troopers ticketing for altered plates

We’ve all seen those mutilated virginia plates that contain a foreign substance on two or more of the characters on the plates. For those of you who don’t know what i’m talking about, i’m talking about the sticky substance that rids the tag of its reflective properties. This allows these people to drive in the hot lanes without paying a toll. Why aren’t troopers charging them with altered plates? California already did and got s handle on the problem.

They do get ticketed! Same as dark tint and loud mufflers.
