Maryland DMV cant get anything right

I saw this vehicle parked in my neighborhood last night. I looked at the back plate. While it initially appeared that the owner had placed his expiration year sticker upside down - making "08" ""80" I noticed that those little numbers that are printed around the sticker are not upside down. The owner of the vehicle had the forsight to write "08" on the plate to avoid any confusion about what the actual expiration date is.

Cant Maryland print their stickers correctly, or am I missing something here?

The vehicle was parked overnight here in lovely Fairfax County. At least our county, to the best of my knowledge does not print their stickers upside down.

looks more to me like somehow the owner ripped the sticker into more than one piece and placed it on the plate incorrectly. You're also looking at more than one sticker on there;notice how the little font "Maryland" appears partially more than once.

Doesn't surprise me coming from Maryland...
