Driving Stupidity on I-395 HOV Wed.

Did you get stuck in the traffic stupidity on the I-395 HOV lanes yesterday? I was a mere ten cars back from the accident, and parked my car for one hour while two fire engines, two State Police, one ambulance, and two highway trucks forced their way down the left lane to get to the accident. And the cause?
The usual.
People go screaming up to the fly-over exit at Edsall Road heading south, and then guess what? They hit a traffic back-up because of all the construction on the mainline. Traffic all stopped, and you're clipping along at 60mph playing on your phone. So yeah, you are definitely going to rear-end someone. What do you think is going to happen?
A year ago, I actually witnessed an accident at the same spot. Same set up - traffic all stopped, someone thought they'd be real cute and cut in front of everyone slowing down to exit, then WHOOOPS! Traffic completely stopped. They slammed on their brakes, and the front end of their car actually went under the rear bumper of the car in front of them so when all was said and done, the car that was hit was sitting on the hood of the car that ran into it. There are too many drivers in this area lacking basic driving IQ.
I figured after an hour of sitting on the HOV lanes I'd at least get to see a little mangled metal and a view of the d-bag who wasn't paying attention, but when I cleared the spot one minute after they opened the lanes, there was absolutely nothing to see. No fire engines. No police cars writing tickets. No highway trucks. Nothing. It seems someone decided traffic shouldn't move until absolutely everything was cleared. Can we at least keep traffic moving, and give everyone who had to contemplate their navels for an hour the opportunity to get a look at the clueless douche that created the mess? Man, give us a little satisfaction!
