FCPS Restraint and Seclusion Practices

Anyone know incident prompted this note from FCPS?

Dear FCPS Parents, Guardians, Families, and Staff:

Recent reports in the media and testimony before the Virginia Department of Education have shed light on Fairfax County Public Schools’ restraint and seclusion practices and past reporting discrepancies. The School Board shares the concerns of parents, advocates, and others in our community. We are committed to addressing these concerns with the urgency that is merited and necessary.

We know that parents trust schools to provide a safe environment in which students can learn and grow led by kind and caring professionals. While our schools offer such an environment for students of all capabilities, we understand the concerns of the parents that have brought this issue forward and are committed to regaining their trust.

FCPS issued “Guidelines on the Use of Physical Restraint and Seclusion for Students with Disabilities Receiving Special Education Services” in 2012. Under those Guidelines, restraint and seclusion are prohibited unless there is a dangerous situation and are only to be used when necessary to protect the student or another person. Parents are to be notified as soon as possible and no later than 24 hours from the time of the occurrence. We want to hear from you if this is not your experience. Contact the FCPS Office of the Family and Student Ombudsman at 571-423-4014 or ombudsman@fcps.edu.

Although all special education administrators, special education teachers and special education paraprofessionals are required to receive specialized training, it is clear that we need to do more and we will do more to ensure that all of our children are provided a safe and secure environment for learning and our school-based employees are trained in best practices for addressing the needs of students with disabilities.

The School Board has directed the Superintendent, Dr. Brabrand, to undertake a complete, thorough, and independent review of the following areas:

Restraint and seclusion guidelines and practices;
Parental notification;
Data collection requirements and procedures;
Data reporting requirements and procedures; and
Staff training.
The School Board plans to conduct a public work session on April 2nd to learn more about these practices, discuss these important issues, and determine next steps.

FCPS is fortunate to have both an engaged and supportive parent community and dedicated teachers and education support personnel. We are proud to work with parents, advocacy groups and others in our community to ensure that FCPS is providing a safe and secure learning environment for all students. We will provide additional updates and opportunities for community input as the process moves forward.

Why are government drones wasting sooooooooomuch time and taxpayer money on this nonsense? It's a giant sinkhole for money. In more sane time, parents and charities would deal with these kids - taxpayers would not have their money stolen for this.

You got a kid with emotional issues?

Sorry for you.

Not my problem.

Deal with your own problems with your own money, and I'll deal with mine.

Public schools have forgotten how to deal with unruly students. This is why I teach at a private school where the parents sign waivers that allow the classroom teacher to administer any discipline he or she considers owing. Parent are advised in advance of possible punishments and how they will be administered. Parent who won't agree don't need to send their children to our school.

I generally administer discipline after school. The aberrant child reports to the designated room where unruly students receive their discipline. They are bent over a desk and restrained. The classroom teacher or the Assistant to the Headmaster then pins up the skirt and lowers the panties, or, in the case of an unruly young man, simply lowers the pants and underpants. Then, physical discipline is applied to the bare rear end by means of a leather strap slit down the middle. It's called a tawse. Vigourous strokes are administered repeatedly until the aberrant child is crying in pain and begging for mercy. At that point, strokes are administered with greater vigour until the disobedient child is reduced to a blubbering mass of tears and promising never to do it again.

While Miss Farnsworth, the Assistant to the Headmaster is an effective disciplinarian, I prefer to administer the strokes myself.

If the child insists on disobedience, he is put onto a desk lying on his back. His hands are restrained over his head and his legs are restrained and raised, His pants and underpants are pulled to expose his bare bottom, Repeated and vigourous strokes of a rattan cane are administered until the aberrant child is reduced to a hysterically crying and wailing penitent who admits his regret and promises to be extra good in the future.

This is how proper discipline is properly administered. The only time children should be heard is when they are crying or promising never to disobey again.

Church schools would NEVER allow parents the clout which the Fairfax County Pussified Schools have allowed to grow out of control.

Micromanaging at its best and it’s all done by the parents. The same parents who are raising kids to be who they are today. How’s that working out? LOL
