Dear FCPS Parents, Guardians, Families, and Staff:
Recent reports in the media and testimony before the Virginia Department of Education have shed light on Fairfax County Public Schools’ restraint and seclusion practices and past reporting discrepancies. The School Board shares the concerns of parents, advocates, and others in our community. We are committed to addressing these concerns with the urgency that is merited and necessary.
We know that parents trust schools to provide a safe environment in which students can learn and grow led by kind and caring professionals. While our schools offer such an environment for students of all capabilities, we understand the concerns of the parents that have brought this issue forward and are committed to regaining their trust.
FCPS issued “Guidelines on the Use of Physical Restraint and Seclusion for Students with Disabilities Receiving Special Education Services” in 2012. Under those Guidelines, restraint and seclusion are prohibited unless there is a dangerous situation and are only to be used when necessary to protect the student or another person. Parents are to be notified as soon as possible and no later than 24 hours from the time of the occurrence. We want to hear from you if this is not your experience. Contact the FCPS Office of the Family and Student Ombudsman at 571-423-4014 or ombudsman@fcps.edu.
Although all special education administrators, special education teachers and special education paraprofessionals are required to receive specialized training, it is clear that we need to do more and we will do more to ensure that all of our children are provided a safe and secure environment for learning and our school-based employees are trained in best practices for addressing the needs of students with disabilities.
The School Board has directed the Superintendent, Dr. Brabrand, to undertake a complete, thorough, and independent review of the following areas:
Restraint and seclusion guidelines and practices;
Parental notification;
Data collection requirements and procedures;
Data reporting requirements and procedures; and
Staff training.
The School Board plans to conduct a public work session on April 2nd to learn more about these practices, discuss these important issues, and determine next steps.
FCPS is fortunate to have both an engaged and supportive parent community and dedicated teachers and education support personnel. We are proud to work with parents, advocacy groups and others in our community to ensure that FCPS is providing a safe and secure learning environment for all students. We will provide additional updates and opportunities for community input as the process moves forward.
