if they are corrupt they could steer way too much money to a business hoping for a larger kickback, such as a very cheap deal on a home (which would be "detected" maybe), or cash in another country (which also might get detected - it did for gen. patraeus)

if they are slightly corrupt, they'll save as much money as possible and steer the extra back to the pentagon, installing a new pinball machine in the basement

being the pentagon they have to mobilize. they have troops near the border the question is if they are qualified or trainable.

if they come in under cost they get more money for their other concerns. but if they come in over cost congress might be forced to pay for "cost over-run" (this depends on politics)

if they take a really long time they can keep certain "jobs" open and paid longer.

The Framers believed, rightly or wrongly, that the Second Amendment was merely an affirmation of the God given right to self defense rather than the granting of a right by a government of men. Hence, it was always considered an individual right. History shows this to be true. SCOTUS simply affirmed that view. They did nothing to create a new right.

The founders believed as of 1787 that the promise to anti-Federalists of an eventual Bill of Rights was a necessary step in assuring the possibility of Constitutional ratification. Nine states ultimately did vote for ratification and a proposed Bill of Rights was then introduced in the 1st Congress. Wrong. Even our Framers from the northern colonies and eventually states ascribed to the notion that our right to bear arms was derived from our God given right to self defense. That notion is embodied in the Second Amendment. It is of little consequence that the Supreme Court merely reiterated that position in 2008.
