They sent him to a mental hospital for a while and decided he was OK. Released him back into the community.

The judge and the psychiatrists should be barred for life. This is ridiculous.

A former cabdriver who was found not guilty by reason of insanity in the 2013 shooting of an Alexandria police officer — and was released from a mental hospital eight months ago — has been arrested on gun and arson-related charges.

Kashif Bashir, 33, was arrested in Prince William County, Virginia, on Wednesday and charged with two counts of attempted arson and one count of arson, which are felonies. He also faced two misdemeanor counts of an acquitted insane person in possession of a gun.

Prince William County fire investigators were on the scene of a seemingly suspicious fire on Winged Elm Circle in Manassas Wednesday evening, according to a Saturday news release from the county. Investigators identified another incident in Bristow.

On Friday, fire marshals arrested Bashir without incident.

In June 2018, an Alexandria Circuit Court judge released Bashir, with conditions, from the mental hospital he had been living in since being found not guilty by reason of insanity in the Feb. 27, 2013 shooting of motorcycle police officer Peter Laboy.

Laboy survived the shooting and has endured several surgeries. He was shot while assisting a young woman, who was being stalked by Bashir.

Laboy said that he was not too happy about the judge’s decision to conditionally release Bashir, saying it was “only a matter of time before he will mess up again. And, there he goes,” he told WTOP.

After the judge decided Bashir could live on his own if he stayed on antipsychotic drugs, saw a team of therapists several days a week, didn’t own or operate a motor vehicle, and remained within 50 miles of his Woodbridge apartment, Laboy said he was concerned for his safety as well as the safety of his family and other officers.

City of Alexandria Commonwealth’s Attorney Bryan Porter tells WTOP he is “deeply concerned.”

“I note that I vehemently objected to Mr. Bashir being released, not out of vengeance, but out of true concern for public safety. I regret that my apprehensions have so quickly been proven correct.”

“My office will immediately file a motion to revoke Mr. Bashir’s conditional release,” said Porter. “I absolutely believe that our current system for addressing the intersection of public safety and mental health is deeply flawed — perhaps this unfortunate situation can provide the impetus for change.

Bashir remains in custody. His preliminary hearing is scheduled for March 8 in Prince William County District Court.

Online court records identify Bashir’s attorney as J. Paul Walla, who did not immediately respond to a request for comment.

They should have locked him up and throw away the key the first time around, or committed him to a psych ward for life. What's to say he wouldn't go out and repeat what he did in 2014 again?''

Alexandria Circuit Court Judge James C. Clark is the idiot to thank for this scumbags early release.

From the Washington Post:

In the front row of the courtroom sat Peter Laboy, the former police officer who suffered a traumatic brain injury on Feb. 27, 2013, when he attempted to stop Bashir’s taxi. After multiple surgeries, Laboy survived, but he is unable to return to police work or ride his motorcycle, and his marriage fell apart...

Bashir had been stalking a young woman in Old Town with the intention of raping her, but when the shop owner where she worked told a police officer of the threat, Bashir took off in his cab. Laboy responded to a radio call for help and encountered Bashir near Lyles-Crouch Traditional Academy. He was shot in the head before he could completely dismount from his motorcycle. Bashir was caught several miles away, after crashing into another vehicle....

...Last November, Bashir was granted a day pass to attend a mosque with his family, but he instead went to a movie with a female friend, then lied about it when he was caught...

Anyone that shots a cop should be put away for a LONG time. Sure they could claim Insanity, but this means you have no clear understand of reality and should not be roaming freely in the community.

Then get this, " misdemeanor counts of an acquitted insane person in possession of a gun." A misdemeanor, come on, this guy shot a cop and at a minimum he should be on a DO NOT BUY list for firearms. Now this does not stop a private or black market access to weapons, but at least then he would have a felony charge at this point.

Is this clown also legally in the country as well??

The selection process for Judges is deeply flawed. They are nominated by fellow Attorneys, who more often than not are defense attorneys and ACLU types. What do you expect?

I'm all in for the 2A but that he's only charged with a misdemeanor is totally fucking bullshit. I wonder if there is some clause where because he was deemed crazy, he doesn't have a felony attempted murder of a peace officer on his record. By the spirit of the law, this is act he committed, and he deserves no breaks or leniency whatsoever.

This cop was seriously injured. He took a fucking bullet to the fucking head. And the fact he was stalking a woman with intention of raping her (according to the article) makes me wonder how much they paid off this piece of shit judge to get an insanity plea.

Don't know this dirt persons immigration status but it's too late to matter. The only thing they should be deporting is his corpse.
