Alas, y'all appear never to have had a really good bagel. That doesn't make your list invalid, just that it's like comparing Domino's vs. Pizza Hut -- neither is really good pizza, and none of those joints make decent bagels.
Haven't been there in a couple of years, but Chutzpah at Fairfax Town Centre at least used to import their bagels from Manhattan, parbaked. They were by far the best I've found in the area.
For real bagels, go to New York City. Or Montreal (different, but equally excellent).

I prefer something fresher. Chutzpah is a fine restaurant but they can't manage to make a bagel on site?
Giant's bagels supposed to be imported from New York in some way. They are ok if a bit gigantic. As I said before, Manchester Bagel is pretty good. Brooklyn Bagel Bakery in Arlington is good too but that's not Fairfax County.

You need the right water. And it's wildly uneconomic to import water...

There's just something about taking your son out for bagels and sandwiches at Main Street Bagel Cafe, and enjoying them at the outdoor tables. Good stuff; I always try to pay in cash, and always tip well. One of the better independent places worthy of support.

Giant's bagels come in frozen and are thawed before being put out for sale. Depending on how much business they have had and the day of the week, you occasionally get a bag of bagels that haven't quite thawed. They are alright for what they are, just do not be fooled into thinking they are made in-house.

Of course, bagel discussion means you had to be the one to shout out for NY. About 20-30 years late. Long time ago NYC was the only place to get a real bagel, now any of the local places are fine and even the grocery stores are decent. Worst bagel I had in years was in mid town Manhattan at a corner deli, they just didn't care.
The only thing that NY has that doesn't exist elsewhere are the bagel shops that have been around for generations, it's not that they are better, it's just that they're family favorites. Hard to beat nostalgia factor.

I've spent a fair amount of time in NYC. And a little time in Montreal, but missed the bagels there (too many excellent pastries). But I have eaten dozens - maybe a couple hundred - of bagels in NYC.
I've had some terrific bagels in NYC. I've also had plenty that were just "meh." Like anywhere else. I think you're living in 1990. For example, a lot of those old Jews in NYC moved to Florida and there are some great bagels down there now, too.
News Flash: NYC does not hold a monopoly on great bagels anymore, if it ever did. The places I listed in my top five all produce bagels that can compete with NYC bagels - better than most and maybe not as good as some others.
BTW, same goes for pizza (in general I always enjoyed New Haven pies more, anyway). And there are folks in Italy who would tell you that New Yorkers have never had a good pizza unless they've been to Italy, where they claim they have the magic formula to good pizza. The French used to tell Californians the same thing about wine. This kind of thing is old as time.
PS - the NYC water thing is LOL. When I lived and worked in downtown LA, there used to be (for all I know, still may be) a pizza joint called Lamonicas where their schtick was that they actually made their dough in NYC, using NYC municipal water, and sent it to LA to make their pies. The pizza was decent - but there were plenty of pizzas in LA, made with SoCal water, that I liked better.
I'm a bit biased but I really like Chesapeake bagels. John's bagels in Centreville is a former Chesapeake bagel and I believe they still use the same prep methods.

Actually, the mineral content of the water is important to bagel-making, and NYC tap water is soft enough while not being too soft. But any water with similarly modest levels of calcium and magnesium would do the job just as well. The important thing with bagels is that they be boiled before baking, not just baked with steam. The latter is much easier to mechanize though, so it is small batch places that do most of the boiling these days. Hopefully, they will have cool-proofed the bagels for a day or two before cooking as well. But no matter what they do, if it's a nice bagel in the end, then it's a nice bagel.
