HOV when Fed is closed

I took 66 this morning and afternoon during HOV restrictions. Are these restrictions lifed when Fed Gov't is closed? I have looked all over VDOT's website but cannot find any information. There were quite a few one passenger cars, so I am thinking the restrictions are lifted. With metro closed, I have few alternatives.

no, i dont think so but i'm not positive. i wouldnt risk it. but traffic on the other roads should be less

VDOT may have chosen to suspend the HOV restrictions on the road OR, as I suspect, the State Police are too busy with other traffic issues due to the weather to bother with enforcement.

The Code of Virginia simply authorizes VDOT and local authorities to setup HOV lanes. It does not specify any hours, days, etc. That is left up to the implementing agency.

VDOTs published rules only suspend HOV on specific federal holidays.

I can't find any VDOT press release indicating any temporary change.

The electronic signs on 66 should say if HOV is in effect or not.

Lifting HOV causes it's own issues, like those drivers refusing to believe Rockcreek Parkway is in two directions when it normally is all theirs. Has DMV ever applied different HOV rules on different roads?
