MWAA approved another toll increase for 267, raising the main toll to $3.25 and the exits to $1.50.

The tolls will go toward the Silver Line.

In future years, tolls could raise to:

$6 toll from 2023 through 2027, $7.25 from 2028 through 2032, $8.75 from 2033 through 2037, and $10 from 2038 through 2042.

MWAA sets rates based on what it needs for other operations, not on what it costs to operate and maintain the toll road. IIRC, it was then governor Tim Kaine who screwed VA residents who paid for the toll road and gave it to MWAA. Democraps, who claim to be for the little guy, apparently forgot that in the last election.
