Softest TP

So last time we purchased a roll of TP we got the recycled brand because we're environmentally minded and do what we can to help minimize our footprint on mother earth. Crazy thing is the recycled TP is more expensive than the regular stuff - by a wide margin. So, I used this stuff for a week and got a damn hemorrhoidal attack because the TP is so rough on my anus. So my question is which TP is best, soft on the rectum, and not too expensive?
Next time I buy I'll try your recommended buy.

Charmin is the best by far and if you buy in bulk at Costco it's much cheaper than if you buy at a grocery store.
