The only one of those three that could be tied to Hispanics is the dollar store. KMart is in trouble nationally and is shedding a large number of stores. The Hallmark store was connected to a lighting store and in case you've missed it a number of those have closed up or moved to cheaper locations. Shame because they were great for the fix it yourself crowd.

That entire area is prime real estate. The main thing holding down prices is the owner of the property behind the shopping center, on the other side of Commerce St. Currently it is cheap apartment buildings packed full of illegal beaners. The hoolios pay their rent on time, so the existing apartments represent reliable cash flow for the owner.
However the presence of that mass of low-income illegals is inhibiting what what business locate there and inhibit economic development. Currently there's actually a check-cashing business or pawn shop or the like on the back side of the shopping center. If those apartments were razed, the demographics would shift radically and it would open the door to new development. With the prime central location and easy access to major highways, the sky would be the limit.
It's surprising some enterprising investor hasn't engineered some kind of "gas leak" to destroy or render the apartments uninhabitable, thus forcing their sale and redevelopment. Redevelopment of the shopping center would quickly follow. Alternately, there is legal precedent for seizure to enhance economic growth.

Fairfax County Government has acquired the property and will be constructing section - 8 apartments similar to what is near the Springfield Metro Station. 25% or the newer apartments in that development were set asides for the county to use as section - 8.
The rest of the surrounding area is VERY heavily dependent on various welfare programs that increasingly are bankrupting the county and with it the nation.
The renovated mall just down the street is having a hard time as well and I doubt it will last a decade. Too many wanderers there looking for opportunity to steal.
Liberal policies have simply decimated this area. Sad but true. Don't reply with I am a dumb racist. English is my second language, I am a recovering democrat, and I am of color so please save your insults for my speaking truths.
The WASPS/Euro's that have been here for generations must feel quite a bit of anger to see what has happened in these states. A few white friends that I know of have left the US for greener pastures and I may return to my SA as well. Nothing left here but a possible civil war.
