A security clearance is always sponsored by the Government agency that decided that you needed it (to work for them) in the first place. When you stop working for that agency, and assuming no other agency wants to transfer it, you lose it. You can only maintain a security clearance because the agency thinks you currently NEED it for the agency's purposes.

The reason why Brennan still had a clearance is so that he could consult (either directly as a federal employee of some agency, or as a contractor (some Beltway Bandit firm on some specific government contract where the federal agency decided he needed that clearance).

There is a policy for certain high-ranking federal employees of certain agencies, such as Director of the CIA, that the agency will not automatically revoke all of their clearances. This allows them to be readily available for hiring as consultants. And it gives them a personal financial benefit: they are now extra-valuable to consulting firms who wish to do certain kinds of business with the government.

In the case of Brennan, Trump was his boss and the person who ultimatly determied that Brennan needed a clearance. What are the odds that Brennan would be doing more work for Trump? So why does Brennan NEED a security clearance?

The non-revocation policy for high-ranking (e.g. Cabinet level) ex-officials has been described as a "professional courtesy". It allows the person more time to find a consulting job in the private sector WORKING FOR THE GOVERNMENT ON CLASSIFIED PROJECTS where they will NEED that clearance. (They can always apply to get a new/renewed clearance, in any event. But that process takes time and money.) But someone like the Director of the CIA or FBI seems like the kind of person you might want working for you - if only through a contracting firm.

With Brennan, that's obviously not going to happen in any fashion.
There is no reason for him to have the clearance.

Officially revoking it, because Brennan is an ass, is a slap in the face, of course. It means that when Brennan becomes an advisor to the President Ocasio-Cortez in 2020, he will have to apply for a new security clearance.

I don't see how it affects anyone's "free speech".
Brennan can still say anything he wants.
All he wants to say, though, is that he hates Trump.

Brennan of course, and Clapper (who's next I imagine) are both famous liars.
They have repeatedly lied to Congress and to the American public.
For example, about the agencies illegally spying on all of us.

There's something really bizarre going on with Brennan. It's common knowledge in DC circles that Brennan is a semi-closeted homosexual. Clearly the Russians are aware of this too. Insiders believe that Russians had something on him earlier in his career when Homosexuality would have killed his career.
