I think you don't have any choice because it is trash and you are obligated to pay for it. Otherwise, if you'll throw it somewhere else you will be obligated to pay the penalty. When I was refreshing my house, and rubbish I removed myself and paid for it. You don't have any choice, that's the law and we have to respect it) I'm thinking now to repair my bedroom and I found a concrete look for it) I enjoy the beton very much and I'll repeat this design in my room again) I think it will be looking perfectly.

The reason that you are not getting helpful answers is that recycling concrete costs money. You are searching for someone who will volunteer to pay the costs for you instead of paying them yourself. Good luck with that, unless you are willing to break the law and dump that stuff on somebody else's property for them to deal with.

As others have pointed out, Fairfax County does accept concrete, but you have to pay. The costs are relatively cheap for homeowners - https://www.fairfaxcounty.gov/publicworks/recycling-trash/residential-disposal-fees-and-regulations.
