More likely someone using it as a cart. If there were a kid in it then they'd be reporting that other than just a woman killed. I'd guess maybe homeless but I'd expect more stuff in it and scattered all over in that case.

Can’t really tell from the photos, as the unfortunate person under the tarp may have started to cross the street in the intersecrtion, but Reston Parkway is no place to jaywalk. A reminder to me to drive defensively and carefully in traffic.

Another dead Mexican. For some reason, they simply cannot master the concept of the cross walk, and love to dart across the road like it was a game of Frogger. They are worse than deer. That's what happens when you import the third world: your own back yard starts to resemble it.
