the Budget is any NON-automatic spending of tax (or borrowing) for 1 year (note due to "emergency funds" and bill clinton "slush funds" there's some shma to it)
Each state is ONLY worried about the number of Billion dollars going to their state: they control how it's spent mostly. For example: Virginia maybe got $20 billion which is NOT dispursed evenly - no infact it will be a wage gap and infamous ear marking.
Each Congress person is only worried about their area. IT IS NOT THIEIR BUSINESS WHAT SF PUT IN. They only put in what they will spend for their part of Virginia's money their area is getting.
THEY DON'T WANT OR NEED TO READ THE WHOLE BUDGET, FURTHERMORE, IE COMSTOCK AREADY KNOWS WHAT HER BUDGET SAYS BECAUSE SHE'S THE ONE WHO HANDLES HOW MUCH HER AREA GETS BY APPLYING FOR WHAT FEDERAL (PROGRAMS/GRANTS/AWARDS)
it was likely a 3 day vacation to get to the hill and vote, not 3 days to read the budget

SUMMARY: they only care about the money their district is getting, they already know how their spending it
for example: in this area there are thousands of "501c grant" companies. they get %25 off the top for dispursing tax money to target groups (the money rarely gets there, of course: stolen). THE LAW lists the 501C contracts but not who is getting the money - WHY IS BECAUSE IS IS LOPSIDED WHITH CHILDREN OF RICH POLITICIANS
read the Constitution upside down like an upside down cross and you'll know exactly where every penny is, it's simple!
