Does Fairfax "Economic Success Plan 2018 Plus--Include Knowledge Economy 4 Pillars (World Bank)?

World Bank is helping leading European Countries such as Germany, France, Holland, Belgium, etc to make transition to the "Knowledge Economy". World Bank Report says

there are "Four Pillars" of Knowledge Economy that must be strengthen, without which knowledge economy is not sustainable for a nation or region, as follows:

(01) Education & Training
An educated and skilled population is needed to create, share and use knowledge.

(02) Information Infrastructure
A dynamic information infrastructure-ranging from radio to the internet-is required to facilitate the effective communication, dissemination and processing of information.

(03) Economic Incentive & Institutional Regime
A regulatory and economic environment that enables the free flow of knowledge, supports investment in Information and Communications Technology (ICT), and encourages entrepreneurship is central to the knowledge economy.

(04) Innovation Systems
A network of research centers, universities, think tanks, private enterprises and community groups is necessary to tap into the growing stock of global knowledge, assimilate and adapt it to local needs,and create new knowledge.

Question: Who does Fairfax County go to sustain & build our "Knowledge Economy" here at Hometown USA ?

Arlington County's economic development plan is based on "Smart Growth", and is primarily retail and professional oriented, so far, for example, for the "Balston Quarters" development.

I have approached the Arlington Board of Supervisors for strengthening "Knowledge Economy Support" element to the Balston Quarters, now stated to reopen in 2018.

Café Scientific at Ballston needs to be given a new life in 2018 + with perhaps 2 new sponsors , with endorsement from Fairfax County EDA & Arlington County Economic Development can still be willing to co-host for Café Scientifique.

Question: Does some people at least who live in Arlington County, be willing to endorse reopening of monthly Arlington Café Scientifique at Ballston Commons 2018 + ?

All those financial issues always seemed quite complicated to me, that's why I am not that rich. But lately I am trying to figure things out and I am trying to invest peer 2 peer loans now so I hope that I'll become wealthier a little bit at least.
