Well...I'm interested in this, so I'm not picking a fight, really. Would be interested in your citation.
Main Street is often the biggest street (lowercase as generic term!) in a town. And is not always paved.
Yonge Street in Toronto is the longest street in the world (1,178 miles).
Googling "street vs road" finds lots of discussion, but includes things like:
"Streets connect people for interaction, while roads connect towns and cities for travel."
Uh huh. Um, no. Lots of "whatever Road" that doesn't go between two towns.

Manhattan at least comes close, but it has a (mostly) planned layout, with the Avenues and Streets. But then you find things like Peter Cooper Road, which is quite small.
Now, I would believe that a given town/city/whatever might have a formal definition that they try to use. I would be surprised, other than cases like The Villages in Florida (planned retirement community) if there weren't grandfathered exceptions. Or maybe not--maybe they go through at some point and change "x Street" to "x Road" just to fit their plan. In any case, it's clearly not universal.
But, again, please share your source!
