I rarely open carry but I never leave the house without guns. I keep a small revolver strapped to my ankle and a glock 26 9mm in a holster either concealed or open.

And 99% of the time we don't go any further because we determine that the nature of the call was a scared citizen. In Virginia, there is no "paperwork" to openly carry a gun.
No permits, no nothing.

Concealed carry is what you need a permit for.
In which case, nobody is calling the police, since it's a CONCEALED gun.

If you call the police in Virginia and report "a man carrying a gun",
they will ask if he is doing something specifically threatening.
If they decide that you are merely reporting someone carrying a gun,
they will inform you that it is legal for that person to do so
and then hang up on you. (If you do this repeatedly, they will put YOU in a database.)

If you make a false report that someone is doing something other than merely
carrying a gun, they have to check it out. Then they will be coming after YOU
for filing a false police report. "Checking it out" mainly involves driving
over to the scene a noticing if anything is going on. There is no "paperwork".
