It sounds like a doubling over (two broadcasts out of sync) or "short echo".
But both mark levine's and chris plante's recordings both have the issue: so it's not the broadcast.
My guess is: faulty equipment somewhere (between mic and recorder). Guess: improper feedback of signal - perhaps in an amplifier - such as a signal fed for amplification is out of sync with the original signal, and when fed back again: exhibits an "overlapped sound" (that would be bad capacitors). However I'm guessing it's "all digital" maybe now, save the mic: and that doesnt' have feedback unless they "upgraded to chinese equipment".
FOR NOW - THEY'D BE BETTER OFF BROADCASTING FROM AN IPHONE.
(note on my end: i have both a working old radio and computer which plays back any other radio station "live on internet" without any such issues)
