Apparently it’s impossible for Fairfax to get convictions for median panhandling because the Fairfax Fire Dept. does the same thing, and judges won’t convict because of it. If all the suburbs make it illegal, every median in DC will be teeming with bums, because the city will never make it illegal.

....Median income earning Bums do it in the median. They cause safety issues, big distractions, slow traffic & often stopping traffic, initially starting off from traffic light 'Go-green'-situations. Lets Ban this behavior from Fairfax County. Please, regular folks & change scouring cheapo's, Stop Feeding The Trolls at intersection/ medians!. Outlaw this!
