I can't say for sure, but I think the Dangerfield Island and Dyke Marsh pull-offs on the GW parkway are cruising spots. There are always a lot of dudes by themselves sitting in cars at all hours. Also, all of Alexandria and Fairfax - they're both full of faggots.
