Why was the Potomac river built?

Why did they build the river? Seems to me that it just makes getting Into the city harder, what with all the bridges they had to build afterwards. If the idea was to keep poor people out, why didn't they put it on the Maryland side? Seems like they chose poorly.

It wasn’t built as a river but a sewer drain. Shit is a delicacy for crabs and oysters.

The original plan was to have the river connect with the beltway so that water could flow away from downtown and hook up back with 95 south of the city, but the NIMBY’s in Maryland didn’t want that, so they put it under those bridges that you see as you’re going toward DC.
