That road was originally supposed to be called “the I-270 Spur” but then it dawned on them that people might confuse it with the one over in Maryland.

VA 267, at least the Greenway portion, was constructed as a way to alleviate traffic on Route 7 from the suburbs of DC to Leesburg.

It was built by a tire and gas pump trust fund heiress affiliated with the Carlyle Group in order to focus inevitable development in Ashburn, away from Route 50, the transcontinental truck route portion of the US Highway system that also serves as main street for the horsey foxhunting estate towns of the globally generationally wealthy.
The original components of its financing have never been disclosed, and so far they've sold it to themselves more than once in order to keep claiming it hasn't paid for itself yet.
