Why did they build the I-270 Spur???

The Interstate system was designed in the 1950s. Baltimore was a booming industrial and port city that needed access to the Midwest, so I-70 went there. There already existed a state road connecting Frederick Maryland with DC, and portions of that road were upgraded and incorporated into the interstate system as I-70S. At one time there were plans to extend it into DC.

That only refers to I-270 itself, not the spur. Why is there a spur? What's it like to live inside the spur?

Why are there any roads? To move traffic from one place to the other. "495" is really just a circle made out of 95 to spare DC from getting bisected by an ugly freeway, so the spur is just an interchange from 95 to 270, to allow movement away from the coast and towards Pittsburgh and parts further west.

Connecting 270 to both the Inner and Outer Loops was difficult to do at any single location. So 270 went south to the Outer Loop as it naturally would have, and the 270 spur was built to connect conveniently to the Inner Loop some few miles to the east.

The 270 spur was built by people suffering with AIDS who needed jobs. This was when AIDS was still new, and the workers were promised their paychecks in 10 years time. Of course by that time they were all dead. Dead from AIDS.

Isn't 270 already a spur? How can a spur have a spur?

One possibility is when they originally planned on having 270 run inside the Beltway they diverted the road north and eastward from its most direct connection with the Beltway in order to facilitate a quicker trip into downtown. Later they realized this meant a longer trip for traffic that would be coming up 95 in Virginia and then using the Beltway to access 70 to head west. Much of the area was still relatively undeveloped so they added a more direct connection to the Beltway to facilitate the traffic coming up from the south.
