I've never used this site before, but this is important. Last year around November, I had an incident at Giant; the one near Mcdonald's and CVS. I was with my Mom when this really strange guy randomly kept showing up. He was tall, bald, had black clothing on like work attire, and he looked Middle Eastern. This guy was so fucking creepy. So eventually I went to go get some snacks while my mom was in the next aisle, and he sees me go down there. I watched him as he looked around for my Mom and he just comes down really close to me. I didn't panic or anything because in my head I was just like "Hey he's not doing any harm he just wants food." WRONG. He gets even CLOSER and I back away, AND THEN HE GETS CLOSER. So I'm about to grab the bag and there the guy is, phone pulled out taking a picture of my butt. ew. First of all. I'm still in high school and this guy looks about in his later 30s. So I confront him and tell him to step the hell off. He starts running away dropping all his groceries and I'm following him yelling. I looked crazy ngl. I told Giant about it but I still seem him go there all the time. He rides a bike and I will always see that bike there, always at night. I'm pretty sure he works at that Italian restaurant nearby because I've seen that same bike there and from his clothing. I'm writing this because I want parents to be alert of this perv. It's gross, and no one else should have to deal with this. I would hate to know that this could happen to some little girl who wouldn't know what to do. Please keep an eye out for this man and be safe!!

The point is that if you were that disturbed back in November then you should have called the police the minute that happened. Waiting three months is nearly worthless. Giving the police a description of between the McDonalds and CVS is nearly worthless seeing that half of the shopping centers have such a location.

All major retailers have camera systems now. I think if you called the police they would have contacted you and Giant. Anyway, if the police didn't call you back, why didn't you call them again?

Also, what other facts and more info do you want from me? We called the police right away. And if they did have those cameras he wouldn't be walking back into that store. We grocery shop for my family there all the time. It's just uncomfortable now.

side note:
the police officer also asked if I wanted to press charges, I said I'm not sure so then she gave me the card. She told me that a detective would call me and I would have to give them the case number. STILL no call. Apparently, it's a complicated law or something. I've looked it up and gotten results about how you can take pictures of minors but if you publish it or something it's completely different? There are other things I could charge him for, at least that is what she said. I'm just pissed that Giant didn't even bother checking the cameras and getting this guy's face or something? I have seen him three times now including the first time. Once at Giant again and at CVS.

Do you have support for this assertion? Googling "upskirt charges virginia" (with no quotes) gets multiple hits in this country for people getting charged for upskirt videos. Yes, that's more extreme than OP's story, but the charge is "unlawful filming of a minor".

It is NOT illegal to take pics of ANYONE in PUBLIC.
You can even walk up to them and make it fucking obvious that you are taking pics of their tits ass crotch ANYTHING and it is NOT illegal.

Only if the establishment you are at has a no photos policy, could it be even addressed - even at that point, they could only ask you to leave.

If OP doesn't like being photographed, then the only solution is to stay home indoors. Go out anywhere and you are sure to be photographed between 10 and 100 or more times per day.

It is perfectly legal to photograph people of any age in public places where there is no expectation of privacy. There are security cameras in the store itself. Any part of your body that is exposed in plain view to the general public is fair game. Photographing beneath someone's skirt, dress, or other garments is totally different, as is photographing inside a bathroom stall. Otherwise, any person or body part that is exposed in plain view to the public can be legally photographed.

Yeah, that's quite possibly true. So there may be a line between what OP described and, say, upskirt. Which I've been saying since my first post; it's the other poster (not you) who's unable to understand that there's a continuum here, and that IANAL and neither is (s)he (clearly, based on the lack of citations, links, or coherent thought).
