Hi. I'm glad to see Fairfax County has a community forum. The county I'm from the workers won't even talk over the phone and don't answer email.
I'm installing a dryer and the directions say I have either a 3 prong or 4 prong plug ("see local code").
But the dryer I'm throwing out has 3 prong plug and only two of three wires are connected, the 3rd is left hanging on "both sides" (outlet side and breaker side).
Is it legal to go without 4 wires when installing a new dryer in Fairfax?
Should I stick with the way this home was wired - 2 wires only, am I required to have at least 3? I'm unsure of HOT HOT NEUTRAL GROUND. I'm unsure why the plug has 3 prongs and only two wires. I'm unsure why the dryer has a "ground jumper" but the on a regular utility plug has the round one called "ground", but there seems to be no way to attach it without 4 wires.
I could use DIY Chatroom, but I don't know if they have any county qualified people there.

Do you really want to install this plug if you don't know the answer to this question? There are many finer points to look at and do, any of which could mess up your dryer or burn the plug. But, if wired traditionally, and 30 amps, the black wire is the hot line for phase 1. It goes on the one of the two pins for power. The red wire is phase two. It goes on the other hot pin. The white is the neutral. It goes on the neutral pin. The green is the ground. It goes to the ground pin. There are several configurations of a thirty amp plug. A competent electrician can identify them by looking at them. Here's the kicker. Dryers can be wired several ways, most commonly on older homes using only black, white and a bare wire. If done wrong, it can get real expensive. As an electrician, I look at everything from the fuse box to the cord on the dryer. I make sure all components from the breaker to the wire size and type to the outlet and dryer cord are correct and working properly. I could deplane all these eventually, but why not just pay a good electrician and get the hundreds of hours of education and thousands of field hours and get it right the first time.

Most dryers come with an installation guide, either paper or on line. You have invested several hundred dollars on your new dryer, so invest a little time reading how to wire it properly. If it isn't properly wired at the box an amateur should hire an electrician.
Most dryers have the ability to operate with three or four prong plugs. A three prong plug has hot-hot-neutral, and the four prong plug has a ground. I do not believe there is any approved two wire wiring method for dryers today.
My understanding is that Fairfax County requires four pronged outlets when running new dryer lines from the box, but it is still legal to use three prong plugs with existing three wiring and plugs.

Proper procedure to check if it's weird:
Step 1 place all 3 wires under your tongue.
Step 2 plug cord directly into outlet.

If you are paying someone to do something that a normal person could do in 15 minutes with a screw driver then you are the definition of hapless. Plus if you are paying extra for someone to install the dryer cord, you are not a very smart consumer.

I make a lot more per hour than any appliance installer. You do the math, if you can. And of course any reputable appliance dealer does free delivery, installation, and removal of the old machine. I guess you are too downscale to have experienced any of that.

Troll post of course but to clear things up...
4-wire is required by code for new buildings. Existing installations don't require 4-wire.
Can a dryer run on just two wires? It would odd if that worked if you ask me. How does it derive 120V for most of the timers, lights and other stuff? A purely 220V would be strange here in the US.

It can run just fine on two wires but that would mean it was not grounded. It will run okay but if anything shorts the cabinet would be hot and maybe kill someone.

Unfortunately, I can't call myself a handyman so I use the services of specialists if I need to install or repair something. But now I have a difficult financial situation like most Americans who lost their jobs during the pandemic. So I thought I needed to take a program for plumbers to get this skill and extra work and save money on plumbing repairs. I found an interesting article about plumbers and electricians that you can read on https://www.howtobecomeaplumber.org/electrician-vs-plumber/. So I think that getting plumber skills is what I need. What do you think?
