Bears in the wild do not wear shoes. So it seems unlikely that the majority of the feet that have been found still wearing shoes are from bears. The previous eighteen feet were all found inside shoes. The police have been withholding just about all information about the Springfield foot.
The motivation could be to build support for Democrat health programs and they plan to portray the foot as having been amputated from an illegal immigrant in an underground garage operating theater.
