As soon as he raises taxes to pick up all your new federal tax "savings", people will start moving out of Virginia. West Virginia needs to get smart and take advantage of this refugee tide to lower their taxes and welcome all the refugees fleeing Virginia to the nearest state that could be the lowest cost area to live in around DC.

WV needs to build a wall quickly to keep the liberal pukes from VA from flooding over the border. NC is also in danger. VA is already borderline shithole status now. Once the assembly goes blue in 2019, it's shithole central. Time for all smart-thinking Americans still living in this shithole to begin implementing plan B. And with Trump chocking off the federal spigot for the next 7 years, this state will dry up and die - just like Michigan.

Nothing major is going to happen. The guy has every right to present programs and legislation he would like to see enacted to find out what happens. He was the one person with a clear statewide mandate, and that means something. With the Senate unaffected by the recent vote and the House divided Northam there isn't going to be a massively progressive swing. OTOH Northam's election means we won't be seeing a conservative agenda being crammed down our throat either.

Decriminalization of Marijuana is a bill in the works with only a civil penalty, Of course if you get caught with some weed you get a ticket a fine no jail

And you will be prohibited from purchasing transporting a firearm or obtaining a Concealed firearms permit, and that will never change or should, as well as losing your drivers license smoking or smoke up behind the wheel

You can imagine there will be numerous add on's, doctors lawyers operating equipment cranes pilots boats and 10 thousand other things if your high or have used marijuana and get caught as it should be and penalty's for some of these items should be felonies such as a MD operating on someone while high on weed

It will take a few years to write the laws out BTW

SUMMARY AS INTRODUCED:
Marijuana; decriminalization of simple marijuana possession. Decriminalizes simple marijuana possession and provides a civil penalty of no more than $50 for a first violation, $100 for a second violation, and $250 for a third or subsequent violation. Current law imposes a maximum fine of $500 and a maximum 30-day jail sentence for a first offense, and subsequent offenses are a Class 1 misdemeanor. The bill provides that the suspended sentence/substance abuse screening provisions and driver's license suspension provisions apply only to criminal violations or to civil violations by a juvenile. The bill provides that a court may suspend a driver's license for a civil violation committed by an adult. A civil violation will be treated as a conviction for prohibitions on the purchase or transport of a handgun and disqualification for a concealed handgun permit.
