As per the rules under the Immigration and Nationality Act (INA), U.S. organizations are permitted to employ foreign workers either temporarily or permanently to fulfill certain types of job requirement. The Employment and Training Administration (ETA) under the U.S. Department of Labor (DOL) is the body that usually provides certification to employers allowing them to hire foreign workers in order to bridge qualified and skilled labor gaps in certain business areas. Employers must confirm that they are unable to hire American workers willing to perform the job for wages paid by employers for the same occupation in the intended area of employment. However, some unique rules are applied to each category of visas.

Opinion: this law was not meant to favor foreigners and "sellouts" to use private savings (ie, the Great IRA tradjedy of 2008, when obama stepped in) of USA citizens to advertise in mexico to get "democrat voters" and encourage them but not whites to breed at such a rate as to politically make "democrats" an un-seatable power (ie, arron burr, sell part of usa to mexico for private profit)

as you see there are many minor changes that meter QUANTITY however 1965 is the dividing line between "immigrants are picked by nationality then skill, limited by an accepted annual quota" and "immigrants are picked only by skill so that those from `3rd world dictatorship/communist countries` are not unfairly excluded"

The swing of VA from red to blue is almost 100% attributable to immigration. 800,000 immigrants now live in the commonwealth. That's 1 in every 9 people. In 1970, it was 1 in every 100. 2.4 million second and third generation immigrants live in VA. 3.2 million of VA residents are either first, second or third generation immigrants. That's almost 30% of this states residents. 80% of first generation immigrants vote democrat. 68% of second generation immigrants vote democrat. 75% of Hispanic voters favor larger government. 58% of Asian voters favor larger government. 15% (1 in 6) of Virginia resides don't speak English at home.

This is why democrats will never give in on open borders and immigration. It is their way of resupplying their dwindling base.
