Bill. N. Comment 01: His expansion plans required he get control of the Virginia & Tennessee. Since the state owned 60% of the stock, gaining control meant getting in bed with the politicians in charge, who at that time were Republicans and their allies. So did he experience a "road to Damascus" moment, or was he just serving the interests of his new partners? Maybe that is the question your group should discuss.

Bill N's hypothesis on William Mahone (1826-1895) railroad ambitions and respective motivation is worth pursuing from those who are interested in scholarly historical research, for example, the people at the American Civil War Museum (Richmond, VA) as a logical group.
To my knowledge no scholars from the American Civil War Museum ever posts stuff at Fairfax Underground. I would be willing to see if a scholar from this museum be willing to research and share finding on this topic with us in future ?
As far as "Road to Damascus" moment experience. This is tough to know. "Little Billy" was not known to be a particularly "spiritual man". He was a civil engineer by profession before the war, and before getting involved with railroad building.
But he obviously believed educating the "black" was important, post Civil War and this is why he took the initiative to catalyze starting VSU.EDU at Petersburg, VA.
By the way, it is not surprising Petersburg, VA was chosen as the location to start VSU.EDU. This location of the "Battle of The Crater" (July, 1864), where "Little Billy's leadership was instrumental for a Confederate victory, toward the end of the War.
But our topic is not about "Little Billy". It's about a "historical renovation" opportunity of a building that still lay dormant since R.E. Lee's forces left Petersburg, when defending Richmond, VA was no longer possible, after more than a year long defense from this Petersburg location.
The nearby Amtrack Rail Station today is primarily used the Students at VSU.EDU, family, friends, alumni, and others who come to VSU for various reasons. VSU recently completed a multimillion dollar "Indoor Multi-Use" Stadium. So in future, some Olympics and other regional sports events, such as Basketball, indoor track, music events, etc . will likely be done at this wonderful facility.
So, while all these "sports or music event visitors" come to VSU.EDU, wouldn't it make sense for them have the opportunity to visit a "Science & History" museum which VSU and Petersburg/Richmond community can take pride and honor the memories of America's past via "Science & History" at Petersburg Train Station ?
