Seat Belt Laws

I remember a while back, if you were 16 or older you were not required to wear a seat belt unless you were in the driver or passenger seat. I was talking to my friends, and they said that the law had been changed and people of all ages must wear a seat belt regardless of where they are sitting. Is this true?

ยง 46.2-1094. Occupants of front seats of motor vehicles required to use safety lap belts and shoulder harnesses; penalty.
A. Each person at least sixteen years of age and occupying the front seat of a motor vehicle equipped or required by the provisions of this title to be equipped with a safety belt system, consisting of lap belts, shoulder harnesses, combinations thereof or similar devices, shall wear the appropriate safety belt system at all times while the motor vehicle is in motion on any public highway. A child under the age of sixteen years, however, shall be protected as required by the provisions of this chapter.

New Hampshire is the only state that does not have a seat belt law.
According to this 16 plus in the front seat is required.

Why would you NOT want to wear your seat belt - regardless of where you're sitting in the car? That's just stupid.
