1. recently off their medications

3. Are paranoid

Ammonium Nitrate requires a significant shock like dynamite or blasting caps to explode.
A small fire is the possible outcome of this contraption which is more reminicent of the old "Mousetrap" game or something in "Spy vs.Spy " comic in Mad Magazine.
Regrettably fools like this take up a lot of time and resources that would better be spent on real threats.
