Herndon man dies in hit and run

HERNDON, Va. - A 53-year-old Herndon man walking his dog died Monday after being struck by a hit-and-run driver.

Police have identified the man as Joseph A. Passarelli. Passarelli was struck as he crossed Herndon Parkway, near Ferndale Avenue around 6 a.m. on Monday.

Passarelli was carried for a short distance by the vehicle and then fell off, police say.

He was transported to INOVA Fairfax Hospital, where he died.

Police are asking anyone who may have been in the area of Herndon Parkway and Ferndale Avenue around 6 a.m. to contact them, as well as anyone who may have seen a car with recent damage.

There is no description of the vehicle.

Police will be at the scene of the accident on Tuesday, beginning at 4:30 a.m. to pass out fliers to drivers and pedestrians.

Anyone with information should call 703-435-6846.

HERNDON, Va. -- A witness to Monday morning's fatal hit-and-run described the striking vehicle as a gold- or crème-colored passenger car.

On Tuesday morning, police stopped traffic in all directions at the scene of the hit-and-run. They said they have identified one witness who described the car and have information about a second possible witness who was stopped at a traffic signal when the hit-and-run occurred.

Always amazes me. So they see this guy get clobbered and carried down the street in a fatal accident and they just said, "Oh well" and drove on.

Officer: Did see any thing strange around 6am here yesterday?

Witness: "Yesterday? Oh yeah... now that you mentioned it.? I was sitting at the light here and this guy was walking his dog. This gold car came along and clobbered him. He was smashed up pretty good, blood everywhere, the car carried him down the street for ways. It did seem a bit odd for that time in the morning."

That's because I'd be willing to bet that the witnesses they have found probably don't speak English, possibly illegal, and were too afraid to contact the police. For that matter, I'd also be willing to bet that the suspect was an illegal with no license or insurance.

I can’t imagine anyone driving away after hitting somebody, and with all the traffic around why didn’t someone call the cops? Didn’t anyone see the body afterwards? Are people that uncaring that they would just drive on by? I wonder if the dog lived? This is just so freaking sad and tragic.

I must say that it had to have been an illegal immigrant. I have had some bad experiences with illegal immigrants in Herndon. Not all of them are bad but many of them lack decency.

The Herndon Police Department has obtained a warrant for Felony Hit & Run in connection with the November 20, 2006 Hit & Run death of Joseph Passarelli.

The driver of the striking vehicle has been identified as Jose Santos Sibrian Espinoza, a 28 year-old male formerly residing in Sterling, Virginia. Further investigation has revealed that Sibrian Espinoza was deported to El Salvador prior to December 15, 2006 for events not connected to this case. Anyone having information regarding the whereabouts of Jose Santos Sibrian Espinoza is asked to contact the Herndon Police at 703.435.6846.

According to Herndon Police Chief Toussaint E. Summers, Jr., the Virginia Department of Forensic Science was able to identify the striking vehicle as a 1997, Ford, Mustang, Aztec Gold in color. Based on the information provided, the striking vehicle was located and the driver was identified as Sibrian Espinoza.

"The combined efforts of the police, the public and other agencies resulted in the identification of the driver who struck and killed Mr. Passarelli," said Summers.

So someone found this dirtbag's rap sheet. Apparently the judges all felt sorry for Jose Santos Sibrian Espinoza, take a look:

How bad was your driving record at the time? I've noticed that they will often start jacking the fines up if your record is really bad. (One of my friends got a $300 fine for no safety inspection--he forgot to pay it and went to court instead--but his record isn't really good. But not nearly as bad as this guy)

I was there on that day long ago. The scene was gruesome, but I was able to get this photo before the victim was removed to the County Morgue.
