Judges at one time were paid by the litigants. The judiciary became "state funded" only under the presumption that they get "salary", not allot of salary, and would have no influence by area politicians: otherwise was and is against the law for 2,000 years in any non-dictatorship country.

A Judiciary of "gov workers" doing anything political workers do with high pay (ie including taking donations from hostile foreign countries)
